Pursuant to the order of reference of Wednesday, May 10, 2023, the committee resumed consideration of the question of privilege related to the intimidation Campaign against the member for Wellington—Halton Hills and other members.

Vincent Rigby made a statement and answered questions.

At 12:11 p.m., the sitting was suspended.

At 12:15 p.m., the sitting resumed.

Eric Janse made a statement and, with Jeffrey LeBlanc, Michel Bédard and Patrick McDonell, answered questions.

Motion

Michael Cooper moved, — That, in relation to its order of reference of Wednesday, May 10, 2023, concerning the intimidation campaign orchestrated by Wei Zhao against the Member for Wellington—Halton Hills and other Members, the committee invite, to appear within 10 days,

a. Sheila Block, counsel to Special Rapporteur David Johnston, on her own, for two hours;

b. Valérie Gervais, Founder and Chief Executive Officer, RKESTRA, on her own, for one hour; and

c. Don Guy and Brian Topp, founding partners, GT&Co, together on a panel, for two hours.

Debate arose thereon.

Amendment

Rachel Blaney moved, — That the motion be amended by removing section c.

After debate, the question was put on the amendment of Rachel Blaney and it was agreed to on the following recorded division:

YEAS: Jaime Battiste, Luc Berthold, Rachel Blaney, Blaine Calkins, Michael Cooper, Greg Fergus, John Nater, Ruby Sahota, Simon-Pierre Savard-Tremblay, Ryan Turnbull, Anita Vandenbeld — 11;

NAYS: — 0.

Amendment

Greg Fergus moved, — That the motion, as amended, be amended by deleting the words "for two hours" as well as the words "for one hour".

After debate, the question was put on the amendment of Greg Fergus and it was agreed to on the following recorded division:
