Minutes of Proceedings
The Chair presented the Seventh Report of the Subcommittee on Agenda and Procedure, which read as follows:
Your subcommittee met on Thursday, May 2, 2024, to consider the business of the committee and agreed to make the following recommendations:
1. That the study of Bill S-210, An Act to restrict young persons’ online access to sexually explicit material, be undertaken at the meetings of May 6, 9 and 27, 2024, and that the sponsors of the bill in the Senate and in the House, Senator Julie Miville-Dechêne and Karen Vecchio, M.P., be invited to appear on Monday, May 6, 2024.
2. That the committee request an extension of 30 sitting days for the consideration of Bill S-210 and that the Chair present a report to the House.
3. That the Minister of Public Safety and the Minister of Transport be invited for the first hour of the meeting on Thursday, May 23, 2024, to study the growing issue of auto theft in Canada; and that the Minister of Public Safety be invited for the second hour for the consideration of the Main Estimates 2024-25.
4. That the meeting of Thursday, May 30, 2024, be devoted to a briefing on instructions for the draft report on the growing issue of auto theft in Canada and, if necessary, to the consideration of Bill S-210.
5. That a briefing session on the statutory review of the National Security and Intelligence Committee of Parliamentarians Act be held on Monday, June 3, 2024.
Garnett Genuis moved, — That the report be amended
(a) by replacing paragraph three with the following: "That the Minister of Public Safety and the Minister of Transport be invited to appear separately for one hour each on the committee’s study of the growing issue of auto theft in Canada; and that the Minister of Public Safety be invited to appear separately for two hours for the consideration of the Main Estimates 2024-25, or for one hour on Main Estimates and one hour to answer questions on ArriveCan".
(b) by deleting paragraph four.
(c) by replacing paragraph five with the following: "That the committee undertake the statutory review of the National Security and Intelligence Committee of Parliamentarians Act, as required by law, with a goal to completing that review before the end of 2024".
(d) by adding paragraph six: 6. That the draft report on the transfer of Paul Bernardo be immediately distributed to committee members and that, notwithstanding any other items mentioned, with the exception of testimony by ministers, the committee not hold any other hearings or present any reports to the House until the committee has completed and presented its report to the House.
(e) by adding paragraph seven: 7. The committee hold its previously agreed upon meetings on the transfer of Luka Magnotta out of a maximum-security prison by the end of June.
(f) by adding paragraph eight: 8. That the committee hold 4 additional meetings as part of its auto theft study before the end of June.
(g) by adding paragraph nine: 9. That the committee invite the Minister of Mental Health and Addictions to appear for one hour, the Minister of Public Safety and the Premier of BC to appear for one hour to discuss the impact of the government’s approach to dangerous drugs on public safety and the diversion of taxpayer funded drugs.At 3:38 p.m., the sitting was suspended.
At 4:05 p.m., the sitting resumed.
At 4:08 p.m., the committee adjourned to the call of the Chair.
