Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 19, 2024, the committee resumed its study of Russian interference and disinformation campaigns in Canada.

David Pugliese and Brent Jolly made statements and answered questions.

Motion

Glen Motz moved, — That once the committee has conducted eight meetings on the study on Russian interference and disinformation campaigns in Canada, the committee proceed to the following matters in order:

  1. The committee concurrently undertakes, allotting alternating meetings of not fewer than six meetings each, its agreed-upon study on the rise in violent crime and a study examining how addressing gaps in community mental health and substance use health supports, including preventative and early intervention services, can improve public safety in Canada; that both the Minister of Public Safety and Minister of Mental Health and Addictions be invited to testify separately for one hour each in this study; that the committee report its findings and recommendations to the House; and that pursuant to Standing Order 109, the government table a comprehensive response to the report.

  2. The committee invite the Minister of Public Safety and Emergency Preparedness and the Minister of Citizenship and Immigration appear before the committee as soon as possible pursuant to the motion passed on Thursday, September 19, 2024.

At 4:58 p.m., the meeting was suspended.

At 5:05 p.m., the meeting resumed.

A point of order was raised as to the procedural acceptability of the proposed motion.

RULING BY THE CHAIR

The Chair ruled the motion admissible as it relates directly to business then under consideration.

Whereupon, Jennifer O’Connell appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was sustained on the following recorded division:

YEAS: Dane Lloyd, Alistair MacGregor, Kristina Michaud, Glen Motz, Doug Shipley – 5;

NAYS: George Chahal, Pam Damoff, Hedy Fry, Iqwinder Gaheer, Jennifer O’Connell – 5.

Accordingly, the Chair’s decision was sustained.

Debate arose thereon.

Amendment

Alistair MacGregor moved, — That the motion be amended by replacing the words “That once the committee has conducted eight meetings on the study on Russian interference and disinformation campaigns in Canada,” with the following “That once the committee has concluded both the study on Russian interference and disinformation campaigns in Canada and the study on electoral interference and criminal activities in Canada by agents of the Government of India,”.

At 5:14 p.m., the meeting was suspended.

At 5:16 p.m., the meeting resumed.

At 1:05 p.m., the meeting was suspended.

At 11:04 a.m., on Thursday, November 19, 2024, the meeting resumed.

Election of Chair

On motion by Jennifer O'Connell, it was agreed, — That Iqwinder Gaheer be elected Chair of the committee.

At 11:10 a.m., Iqwinder Gaheer took the Chair.

The committee resumed consideration of the motion of Glen Motz moved on Tuesday, November 7, 2024, which read as follows:

That the motion be amended by replacing the words “That once the committee has conducted eight meetings on the study on Russian interference and disinformation campaigns in Canada,” with the following “That once the committee has concluded both the study on Russian interference and disinformation campaigns in Canada and the study on electoral interference and criminal activities in Canada by agents of the Government of India,”.

Subamendment
Raquel Dancho moved, — That the motion be amended by adding after the words “to the following matters in order:” the following: “Given that recent court filings have revealed disturbing details about a thwarted ISIS linked bomb plot targeting Jewish Canadians on Parliament Hill, and given that hate crimes have increased 251% over the past nine years, the committee immediately prioritize a study to investigate the dramatic rise in terrorist plots and acts of violence targeting Canada's Jewish community, including the thwarted terror attack on Parliament Hill; that the study be comprised of no less than six meetings; that the Minister of Public Safety and Emergency Preparedness, the Special Advisor on Jewish Community Relations and Antisemitism to the Prime Minister, the Royal Canadian Mounted Police Commissioner, the Director of the Parliamentary Protective Service, the Director of Canadian Security Intelligence Service and other law enforcement officials, and civil society and academic organizations, including the Centre for Israel and Jewish Affairs and B'nai B'rith, be invited to testify as part of this study; and that the committee report its findings and recommendations to the House.”.

RULING BY THE CHAIR

The Chair ruled the proposed subamendment inadmissible.

The debate continued.

On motion of Yvan Baker, it was agreed, — That the committee do now adjourn.

At 1:05 p.m., the committee adjourned to the call of the Chair.
