Minutes of Proceedings
Jennifer O'Connell moved, — That, pursuant to Standing Order 108(2), the committee invite as soon as possible the Minister of Public Safety, the Minister of Immigration Refugees and Citizenship Canada, and relevant departmental officials to discuss the foiled terrorist plot in Toronto, the security screening process in place to review permanent residence and citizenship application to ensure that individuals who have engaged in acts of terror are unable to enter Canada, and why Ahmed Fouad Mostafa Eldidi was admitted to Canada.
Debate arose thereon.
A point of order was raised regarding the order of the speaking list.
RULING BY THE CHAIR
The Chair ruled to maintain the order of the speaking list.
Whereupon, Frank Caputo appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
YEAS: Chris Bittle, Iqwinder Gaheer, Nathaniel Erskine‑Smith, Jennifer O’Connell, Salma Zahid, Heather McPherson — 6;
NAYS: Frank Caputo, Jamil Jivani, Glen Motz, Doug Shipley — 4.
Accordingly, the Chair's decision was sustained.
At 10:08 a.m., the meeting was suspended.
At 10:40 a.m., the meeting resumed.
Frank Caputo moved, — That the motion be amended by adding the words "Former Minister of Public Safety and current High Commissioner to the United Kingdom, Ralph Goodale, Commissioner of the RCMP, Michael Duheme, Interim Director of CSIS, Vanessa Lloyd, President of the CBSA, Erin O’Gorman, Deputy Minister of Public Safety Canada, Shawn Tupper, Deputy Minister of Immigration, Refugees and Citizenship Canada, Dr. Harpreet S. Kochharand, and relevant departmental officials, and have six meetings with two the week of August 26th, and priority given to the Ministers appearances", after the words "the Minister of Immigration Refugees and Citizenship Canada;", by replacing the word "why" before the words "Ahmed Fouad Mostafa Eldidi" by the word ''how'', and by adding the words "and obtained citizenship" after the words "was admitted to Canada".
Debate arose thereon.
A point of order was raised as to the procedural admissibility of part of the proposed amendment.
RULING BY THE CHAIR
The Chair ruled that the part of the proposed amendment to add the words "and have six meetings with two the week of August 26th, and priority given to the Ministers appearances" is inadmissible as an amendment and should instead be proposed as a subamendment.
Whereupon, Frank Caputo appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
