Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, September 25, 2024, the committee resumed its study of gender-based violence and femicides against women, girls and gender diverse people.

Myrna Dawson, Suzanne Zaccour, Heidi Rathjen, and Marie-Claude Richer made statements and, with Élyse Joyal-Pilon, answered questions.

At 12:16 p.m., the meeting was suspended.

At 12:20 p.m., the meeting resumed.

Amy Jarrette made a statement and, with Kathy Neil, answered questions.

Motion

Michelle Ferreri moved, — That the committee undertake a study of no less than three meetings on the Institutional Mother-Child Program, and invite the Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs, the Commissioner of Correctional Services Canada, and other witnesses as submitted by committee members.

Debate arose thereon.

Amendment

Pam Damoff moved, — That the motion be amended by replacing “all the words after” “Institutional Mother-Child Program,” with the following : “immediately following the conclusion of the study on the rise in violence directed towards the 2SLGBTQI+ study, and invite

(i) The Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs,

(ii) The Commissioner of Correctional Services Canada,

(iii) Emilie Coyle, Executive Director, Canadian Association of Elizabeth Fry Societies,

(iv) Senator Kim Pate,

(v) Dr. Ivan Zinger, Correctional Investigator,

(vi) Dr. Ben Roebuck, Ombudsperson for the Victims of Crime,

(vii) Benjamin Perrin, author,

(viii) Emily O’Brien, Founder, Comeback Snacks,

(ix) Marlene Orr, Executive Director, Native Counselling Services of Alberta,

(x) Sandra DeLaronde, Director of Giganawenimaanaanig,

and other witnesses as submitted by committee members; and that the committee report its findings and recommendations to the House, and that pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

After debate, the question was put on the amendment of Pam Damoff and it was agreed to.

The motion, as amended, read as follows:
