Pursuant to Standing Order 108(2) and the motion adopted by the committee on October 6, 2022, the committee resumed its study of Cybersecurity and Cyberwarfare.

Motion

Cheryl Gallant moved, — That the Standing Committee on National Defence invite the Minister of National Defence, the Hon. Anita Anand and the Deputy Commander of NORAD, LGen Alain Pelletier, to provide a briefing of no fewer than two hours concerning the foreign air ship from the People's Republic of China that recently violated Canadian air space, and that the briefing be held in public within the next four days.

Debate arose thereon.

Amendment

Shelby Kramp-Neuman moved, — That the motion be amended as follows: That the Standing Committee on National Defence invite the Minister of National Defence, the Hon. Anita Anand, to appear prior to March 11th, 2023, and that the Deputy Commander of NORAD, LGen Alain Pelletier, and the Commander of the RCAF, LGen Eric Kenny appear within the next week, to provide a briefing of no fewer than two hours concerning the foreign air ship from the People's Republic of China that recently violated Canadian air space, and that the briefing be held in public.

Subamendment

Bryan May moved, — That the motion be amended by replacing the replacing the words “to appear prior to March 11, 2023” with “to appear as soon as possible”; to add, after the words “LGen Eric Kenny” the words “and all relevant officials”; and to replace the words “foreign air ship” with “High altitude surveillance balloon”.

The debate continued.

After debate, the question was put on the subamendment of Bryan May and it was agreed to.

After debate, the question was put on the amendment of Shelby Kramp-Neuman and it was agreed to.

The motion, as amended, read as follows:

That the Standing Committee on National Defence invite the Minister of National Defence, the Hon. Anita Anand, to appear as soon as possible, and the Deputy Commander of NORAD, LGen Alain Pelletier, and the Commander of the RCAF, LGen Eric Kenny, and all other relevant officials from the Canadian Armed Forces, appear within the next week, to provide a briefing of no fewer than two hours concerning the high-altitude surveillance balloon from the People's Republic of China that recently violated Canadian air space and that the briefing be held in public.

The debate continued.

After debate, the question was put on the motion and it was agreed to.
