Pursuant to Standing Order 108(2) and the motion adopted by the committee on January 31, 2022, the committee resumed its study of rising domestic operational deployments and challenges for the Canadian Armed Forces.

Klaus Buchmuller made a statement and answered questions.

Pursuant to Standing Order 108(2), the committee its study of the public procurement of the CP-140 Aurora replacement.

On motion of Christine Normandin, it was agreed, — That the committee resumed consideration of the motion moved by Simon‑Pierre Savard‑Tremblay on Tuesday, November 7, 2023.

The committee resumed consideration of the motion of Simon-Pierre Savard-Tremblay, moved on Tuesday, November 7, 2023, which read as follows:

That, considering the joint statement of the respective Premiers of Quebec and Ontario dated November 7, 2023, concerning the public procurement of CP-140 Aurora by the federal government, the committee is of the opinion that the government must proceed by way of a formal call for tenders before awarding any procurement contract to this effect.

That the Chair of the committee immediately report this resolution of the committee to the House.

Debate arose thereon.

Amendment

James Bezan moved, — That the motion be amended by adding the word “the” after the words “public procurement of”, by adding the word “replacement” after the words “CP-140 Aurora”, by replacing the words “call for tenders” with the words “request for proposals”, and by replacing the words “to this effect” with the words “and that the competition be done on the accelerated timeline for competition and delivery of the new Canadian Multi-Mission Aircraft”.

Debate arose thereon.

Subamendment

Marie-France Lalonde moved, — That the amendment be amended by adding after the words “to the House” the following: “and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to this report”.

By unanimous consent, the subamendment was withdrawn.

Andy Fillmore moved, — That the amendment be amended by deleting the words “and that the competition be done on the accelerated timeline for competition and delivery”.

After debate, the question was put on the subamendment of Andy Fillmore and it was agreed to.

After debate, the question was put on the amendment of James Bezan, as amended, and it was agreed to.
