Minutes of Proceedings
It was agreed, — That the proposed budget in the amount of $9,700, for the study of the lack of housing availability on or near bases for Canadian Armed Forces members and their families and the challenges facing members and their families when they are required to move across the country, be adopted.
It was agreed, — That the committee proceed to sit in public.
At 4:52 p.m., the sitting was suspended.
At 4:59 p.m., the sitting resumed in public.
James Bezan moved, — That the committee order the production of the briefing note sent from the Chaplain General to Chief of Defence Staff as reported in the Globe and Mail on October 11, 2023, with the headline, “Canadian soldiers asking for donations to help with housing, food costs, memo says”.
Debate arose thereon.
Darren Fisher moved, — That the motion be amended by adding after the words “Chief of Defence staff” the following: “entitled, ‘Update on CAF member and family morale, January to July 2023,’”; and by replacing the words “as reported in the Globe and Mail on October 11, 2023, with the headline, ‘Canadian soldiers asking for donations to help with housing, food costs, memo says’” with the following: “provided that redactions and compliance to the Access to Information Act and Privacy Act are applied.”.
Debate arose thereon.
James Bezan moved, — That the amendment be amended by adding after the words “January to July 2023’,” the following: “as reported in the Globe and Mail on October 11, 2023, with the headline ‘Canadian soldiers asking for donations to help with housing, food costs, memo says’”; and by adding after the words “are applied” the following: “and that it be provided to the committee within seven days of the adoption of this motion.” .
Debate arose thereon.
After debate, the question was put on the subamendment of James Bezan and it was agreed to.
The question was put on the amendment of Darren Fisher and it was agreed to.
The motion, as amended, read as follows:
That the committee order the production of the briefing note sent from the Chaplain General to Chief of the Defence Staff entitled, "Update on CAF member and family morale, January to July 2023", as reported in the Globe and Mail on October 11, 2023, with the headline “Canadian soldiers asking for donations to help with housing, food costs, memo says”, provided that redactions and compliance to the Access to Information Act and Privacy Act are applied; and that it be provided to the committee within seven days of the adoption of this motion.
The question was put on the motion, as amended, and it was agreed to.
ORDERED, — That the Department of National Defence provide the committee with the briefing note titled "Update on CAF member and family morale, January to July 2023", to be provided no later than 5:00 p.m. on December 5, 2023.
James Bezan moved, — That the committee report to the House the following findings:
That the Iranian regime is a state sponsor of terrorism and that IRGC supports the terror groups Hamas and the PIJ which have launched attacks against innocent civilians in Israel; the IRGC continues to support Hezbollah as they launch terrorist attacks against Israel from Lebanon and Syria; that the Iranian Regime, the IRGC and their proxies are committed to destroying the State of Israel; and that the IRGC is participating in Russia’s illegal invasion against Ukraine and using their Kamikaze Shahed drones as weapons of terror on the people of Ukraine; therefore be it resolved the Government of Canada list the IRGC as a terrorist organization.
