Pursuant to Standing Order 108(2), the committee resumed a briefing on the war in Ukraine.

Yuliya Kovaliv made a statement and answered questions.

A point of order was raised as to the procedural acceptability of statements made by a member when questioning a witness.

RULING BY THE CHAIR

The Chair ruled the statements admissible as the statement did not constitute reflecting upon a vote of the House, but rather the lack of unanimity.

Whereupon, James Bezan appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was sustained on the following recorded division:

YEAS: Chad Collins, Andy Fillmore, Darren Fisher, Marie-France Lalonde, Emmanuella Lambropoulos, Lindsay Mathyssen, Christine Normandin — 7;

NAYS: James Bezan, Cheryl Gallant, Pat Kelly, Shelby Kramp-Neuman — 4.

Accordingly, the Chair's decision was sustained.

Questioning of the witness resumed.

At 4:46 p.m., the sitting was suspended.

At 4:50 p.m., the sitting resumed.

David Perry, Howard Shatz, Ihor Michalchyshyn, and Orest Zakydalsky made statements and answered questions.

Lindsay Mathyssen gave notice of the following motion:

That, pursuant to Standing Order 108(2), and that, given the Conservative caucus vote against Operation UNIFIER and other aid to Ukraine, the committee undertake a study of the impact of the Conservatives’ vote to undermine Canada’s support for Ukraine and the message that this sends to the Ukrainian‑Canadian community.

Questioning of the witnesses resumed.

At 5:42 p.m., the committee adjourned to the call of the Chair.
