The committee proceeded to the consideration of matters related to committee business.

On motion of Randall Garrison, it was agreed, — That, notwithstanding the motion adopted by the committee on Thursday, April 11, 2024, Mr. Rich Kruger, CEO of Suncor Energy Inc., Mr. Brad Corson, CEO of Imperial Oil Ltd., Mr. Jon McKenzie, CEO of Cenovus Energy Inc., Mrs. Susannah Pierce, President and Country Chair of Shell Canada Limited and Vice President of Emerging Energy Solutions, and Mr. Greg Ebel, CEO of Enbridge Inc. be invited to appear on Thursday, May 23, 2024 and no later than Thursday, June 6, 2024.

On motion of Lloyd Longfield, it was agreed, — That, during consideration of Bill C-317, An Act to establish a national strategy respecting flood and drought forecasting, John Aldag be designated as Acting Chair of the committee.

John Aldag took the Chair.

Pursuant to the order of reference of Wednesday, February 14, 2024, the committee resumed consideration of Bill C-317, An Act to establish a national strategy respecting flood and drought forecasting.

The witnesses made statements and answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) and of the Preamble was postponed.

The Chair called Clause 2.

On Clause 2,

Adam van Koeverden moved, — That Bill C-317, in Clause 2, be amended by adding after line 8 on page 2 the following:

Indigenous peoples has the meaning assigned by the definition aboriginal peoples of Canada in subsection 35(2) of the Constitution Act, 1982. (peuples autochtones)”

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to.

Dan Mazier moved, — That Bill C-317, in Clause 2, be amended by adding after line 10 on page 2 the following:

“(2) For greater certainty, nothing in this Act is to be construed as authorizing any new expenditure of public funds for the development of the strategy.”

After debate, the question was put on the amendment of Dan Mazier and it was negatived on the following recorded division:

On Clause 3,

Leah Taylor Roy moved, — That Bill C-317, in Clause 3, be amended by replacing line 12 on page 2 with the following:

“Agriculture and Agri-Food, the Minister of Infrastructure and Communities, the Minister of Natural Re‐”

After debate, the question was put on the amendment of Leah Taylor Roy and it was agreed to.

Michael Kram moved, — That Bill C-317, in Clause 3, be amended

(a) by replacing line 22 on page 2 with the following:

“universities, civil society organizations and industry, including from the insurance industry.”

(b) by replacing line 9 on page 3 with the following:

“dustry, including the insurance industry, and Indigenous communities based on their in‐”

Debate arose thereon.

Leah Taylor Roy moved, — That the amendment, proposing, in paragraph (b), to amend Clause 3 of Bill C-317 by replacing line 9 on page 3, be amended by replacing that paragraph with the following:

“(b) by replacing lines 4 to 11 on page 3 with the following:

(c) an assessment of opportunities to develop national flood and drought forecasting across Canada in order to help meet the information needs of the provinces, municipalities, industry, including the insurance industry, and Indigenous communities in respect of short- and long-term flood and drought forecasting, including current and future flood-plain delineation; and”

After debate, the question was put on the subamendment of Leah Taylor Roy and it was agreed to on the following recorded division:

After debate, the question was put on the amendment of Michael Kram, as amended, and it was agreed to.

Leah Taylor Roy moved, — That Bill C-317, in Clause 3, be amended by replacing lines 13 to 17 on page 3 with the following:

“ment of a cooperative, national hydrological and water resources forecasting service and system based on the federal-provincial distributed model of the National Hydrological Service.”

After debate, the question was put on the amendment of Leah Taylor Roy and it was agreed to.

Clause 3, as amended, carried.

On Clause 4,

Adam van Koeverden moved, — That Bill C-317, in Clause 4, be amended by replacing lines 24 and 25 on page 3 with the following:

“(2) The Minister must publish the report on a Government of Canada website within 10 days af-”

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to.

Clause 4, as amended, carried.

On Clause 5,

Adam van Koeverden moved, — That Bill C-317, in Clause 5, be amended by replacing lines 36 and 37 on page 3 with the following:

“(2) The Minister must publish the report on a Government of Canada website within 10 days af-”

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to.

Clause 5, as amended, carried.

Clause 1, Short Title, carried.

The Preamble carried.

The Title carried.

The Bill, as amended, was adopted.

ORDERED, — That the Chair report the Bill, as amended, to the House.

ORDERED, — That Bill C-317, as amended, be reprinted for the use of the House of Commons at report stage.

Dan Mazier raised a potential question of privilege regarding Environment and Climate Change Canada's response to the committee’s order for papers adopted on Tuesday, April 9, 2024.

At 4:18 p.m., the sitting was suspended.

At 4:20 p.m., the sitting resumed.

RULING BY THE CHAIR

The Chair ruled that the matter does not relate to privilege.

Whereupon, Branden Leslie appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
