It was agreed, — That for its next two studies, the committee:
- Pursuant to Standing Order 108(2), undertake a study into the steps needed to ensure that Canada’s clean energy plans are on track to meet the challenges and opportunities in North American energy transformation in alignment with the principle of “good paying union jobs” that has been a key focus of the Biden administration commitment for the clean energy transformation; that the committee look at the fair wage policies and guidelines that are necessary to ensure the rights and needs of workers to enjoy the full benefit of investment and good paying jobs in the clean energy economy; and that the committee examine the opportunities and challenges presented by the United States Inflation Reduction Act of 2022 for Canada to attract investment in and develop domestically a competitive net-zero economy; that no fewer than seven meetings are set aside to hear from witnesses including government officials, industry, Canada’s labour unions, Indigenous communities, trade experts as well as hearing from American representatives involved in the implementation of the Inflation Reduction Act of 2022 which will make major investments in a clean energy economy; that the committee report its findings to the House and that, pursuant to Standing Order 109, the government table a comprehensive response to the report;
- That, after the hearings have concluded for (a), pursuant to Standing Order 108(2), the committee undertake a study of Canada’s electricity grid and network, to understand inter provincial tie-ins and gaps, opportunities, and challenges to improve electrical production and distribution across Canada; invite experts and government officials to provide testimony, that the committee hold no fewer than seven meetings for that purpose; that the committee report its findings and recommendations to the House and that, pursuant to Standing Order 109, the government table a comprehensive response to the report;
- That the Chair issue a public call for submissions for the studies referenced in (a) and (b) with a deadline that allows for timely translation; that members submit proposed witnesses for consideration to the clerk of the committee by dates to be set by the Chair; that the Chair determine, in consultation with members and subject to availability, the final witness list for each study; and that, notwithstanding anything else in this motion, the Chair prioritize the consideration of draft reports
The committee resumed consideration of a draft report.
It was agreed, — That the draft report, as amended, be adopted.
It was agreed, — That the report be entitled: "A study into the government promise to cap emissions in the oil and gas sector".
It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 5:00 p.m. on Friday, December 9, 2022.
ORDERED, — That the Chair present the report to the House.
The committee proceeded to give drafting instructions to the analyst for a draft report.
It was agreed, — That, notwithstanding the motion adopted by the committee on Thursday, November 17, 2022, witnesses who appeared before the committee on Thursday, November 24, 2022, be invited to submit briefs past the established deadline in relation to the study on Federal Assistance for Various Natural Resources Industries.
It was agreed, — That the written recommendations from the parties for the draft report be submitted after the first draft of the report has been distributed.
At 5:15 p.m., the committee adjourned to the call of the Chair.
