The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Monday, January 24, 2022, to consider the business of the committee and agreed to make the following recommendations:

1. That, the committee review and adopt this subcommittee report, in addition to the study budgets for the study of the emissions reduction fund – onshore program, and the study of a greenhouse gas emissions cap for the oil and gas sector as the first order of committee business at the start of the public meeting on Monday, January 31, 2022.

2. That, the committee commence the study of the emissions reduction fund – onshore program on Monday, January 31, 2022, by inviting the Commissioner of the Environment and Sustainable Development and officials to appear as one panel for the first hour, followed by witnesses from the David Suzuki Foundation, Edmonton Global, HEC Montreal and Environmental Defence as one panel for the second hour.

3. That, the committee continue the study of the emissions reduction fund – onshore program on Wednesday, February 2, 2022, by inviting the Minister of Natural Resources and officials appear as one panel for the first hour, followed by witnesses from Whitecap Resources Inc., the International Institute for Sustainable Development, and the Pembina Institute as one panel for the second hour.

4. That, the subcommittee meet again as soon as possible after Wednesday, February 2, 2022, to provide the analysts with drafting instructions for the report for the study of the emissions reduction fund – onshore program.

5. That, the committee commence the study of a greenhouse gas emissions cap for the oil and gas sector on Monday, February 7, 2022, and for the following seven committee meetings.

6. That, when the availability of the Minister of Natural Resources and officials to appear before February 28, 2022, is known and confirmed for the study of the subject matter of the Supplementary Estimates (B), 2021-2022, the committee will designate one meeting date for the study, then resume its study of a greenhouse gas emissions cap for the oil and gas sector.

7. That, witnesses for the study of a greenhouse gas emissions cap for the oil and gas sector will be invited as per suggested themed panels to be provided by the analysts, with flexibility of options based on witness availability and party representation, including the option of members to request additional witness suggestions as the study progresses.

8. That, the Chair, clerk and analysts meet to suggest proposals on how best to address the report for the study of the low-carbon and renewable fuels industry in a timely manner, and report back to the committee at a future date as part of committee business.

9. That, the committee accept the request from the Embassy of Finland to attend an off-site meeting in Ottawa during the morning of Monday, March 21, 2022, between the committee, the Embassy of Finland and the Finnish Parliament Committee of Agriculture and Forestry to discuss the forestry sector, civil culture and sector´s role in climate change mitigation activities.

10. That, the committee discuss the possibility of future travel for committee business at a later date this year.

It was agreed, — That the First Report from the subcommittee be concurred in.

It was agreed, — That the proposed budget in the amount of $1,725 for the study of the Emissions Reduction Fund – Onshore Program, be adopted, be adopted.

It was agreed, — That the proposed budget in the amount of $7,125 for the study of a greenhouse gas emissions cap for the oil and gas sector, be adopted.
