Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, November 29, 2022, the committee resumed its study of Canada’s clean energy plans in the context of North American energy transformation.

Matthew Holmes, Jonathan Arnold, Bea Bruske, Heather Exner-Pirot, Dan Wicklum and Daniel Cloutier made statements and, with Bryan Detchou and Alex Callahan, answered questions.

Motion

Jeremy Patzer moved, — That, in light of multiple news outlets reporting that Qatar is housing the leadership of Hamas; and given the fact that Qatar is now the preferred choice to supply liquified natural gas (LNG) to our G7 allies in Germany, France, and Japan; and given the fact that Qatar and Shell plc have signed a supply deal for the Netherlands, the committee recognize that there is not only a business case for Canadian LNG but a moral case as well; and that this committee report to the House its recommendation that the Liberal Government champion the export of Canadian LNG.

Debate arose thereon.

A point of order was raised regarding the speaking order for debate on proposed motion.

RULING BY THE CHAIR

The Chair ruled that Earl Dreeshen was the first speaker.

Whereupon, Mario Simard appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

Mario Simard moved, — That he now be heard.

The question was put on the motion and it was negatived on the following recorded division:
