Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, December 15, 2021, the committee resumed its study of a greenhouse gas emissions cap for the oil and gas sector.

David Keith, Andrew Leach, Jennifer Winter, Dale Marshall, Robert Tarvydas and Simon Langlois-Bertrand made statements and, with Julia Levin, answered questions.

Pursuant to Standing Order 106(2), the clerk of the committee presided over the election of a vice-chair.

On motion of Greg McLean, it was agreed, — That Larry Maguire be elected First Vice-Chair of the committee.

The committee proceeded to the consideration of matters related to committee business.

Motion

Larry Maguire moved, — That the Department of Natural Resources provide the committee with the volumes and values of imports and exports of natural resources to and from Canada from Russia and Ukraine by March 7, 2022.

Debate arose thereon.

Amendment

Julie Dabrusin moved, — That the motion be amended by changing the words “from Russia and Ukraine” with the words “from Russia, Ukraine and Belarus”.

Debate arose thereon.

Subamendment

Mario Simard moved, — That the amendment be amended by adding the words “for the last 10 years” after the word “Belarus”.

After debate, the question was put on the subamendment of Mario Simard and it was agreed to.

After debate, the question was put on the amendment of Julie Dabrusin, as amended, and it was agreed to.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That the Department of Natural Resources provide the committee with the volumes and values of imports and exports of natural resources to and from Canada from Russia, Ukraine and Belarus for the last 10 years by March 7, 2022.

At 5:42 p.m., the committee adjourned to the call of the Chair.
