On Clause 221,
Julie Dabrusin moved, — That Bill C-49, in Clause 221, be amended by(a) replacing line 1 on page 182 with the following:
“221 (1) Subject to subsections (2) to (6), the”
(b) replacing line 5 on page 182 with the following:
“(2) Sections 2, 3 and 210 to 213, paragraphs 214(1)(a) to (e) and (g) to (i), subsection 214(2) and paragraphs 215(a) and (c) come into force on”
(c) adding after line 7 on page 182 the following:
“(2.1) Subsections 47(6.1), 61(2) and 62(2) and section 62.1 come into force on a day to be fixed by order of the Governor in Council, but that day must not be before the day on which both subsection 62(1) and section 62.2 are in force.”
(d) replacing line 8 on page 182 with the following:
“(3) Sections 108 and 109 and paragraphs 216(1)(a) to (e) and (g) and (h), subsection 216(2) and paragraphs 217(a), (b) and (d) come into force”
(e) adding after line 10 on page 182 the following:
“(4) Subsections 156(6.1), 169(2) and 170(2) and section 170.1 come into force on a day to be fixed by order of the Governor in Council, but that day must not be before the day on which both subsection 170(1) and section 170.2 are in force.
(5) Paragraphs 214(1)(f) and 215(b) come into force on a day to be fixed by order of the Governor in Council, but that day must not be before the day on which section 2, subsection 62(1) and section 62.2 are all in force.
(6) Paragraphs 216(1)(f) and 217(c) come into force on a day to be fixed by order of the Governor in Council, but that day must not be before the day on which section 108, subsection 170(1) and section 170.2 are all in force.”

“(c) during the submerged land licence issuance process, importance shall be given to the consideration of effects on fishing activities.”
Jeremy Patzer moved, — That Motion CPC-12, as amended, proposing to amend Clause 147 of Bill C-49 by adding paragraph (c) after line 27 on page 107, be amended by replacing “the consideration of effects on fishing activities” with the following:
“considering the effects of the proposed work or activity on fishing activities and to understanding and maintaining the environmental characteristics of the offshore area that support that industry”

Larry Maguire moved, — Given that:
(a) the Liberal Newfoundland and Labrador premier has called on the federal government to spike its 23% carbon tax hike in a letter to the Prime Minister, saying, “I am now asking Ottawa to pause its planned increase to the carbon tax, set for Monday, April 1, 2024, as the high cost of living is enough of a burden on families”; and
(b) according to the Parliamentary Budget Officer, the Prime Minister’s carbon tax will cost Newfoundland and Labrador families over $1,300 per year now that the carbon tax has quadrupled, while nearly one third of Newfoundland and Labrador currently lives in energy poverty;
The committee report to the House that it calls on the Liberal government to immediately withdraw the 23% carbon tax increase that it imposed on Canadians on Monday, April 1, 2024.Debate arose.
