Pursuant to Standing Order 106(4), the committee commenced consideration of the request by members of the committee to undertake a study of the recent comments from the Minister of Environment and Climate Change on the funding for road projects.

Motion

Mark Strahl moved, — That the committee undertake a study of no less than six meetings on infrastructure in Canada, and invite the following witnesses to appear before the committee:

(a) The Minister of Environment and Climate Change, alone, for three hours, within seven days of this motion being adopted;

(b) The Minister of Housing, Infrastructure and Communities, alone, for three hours within seven days of this motion being adopted;

(c) The Minister of Transport, alone, for three hours within fourteen days of this motion being adopted;

(d) The Minister of Finance, alone, for three hours within fourteen days of this motion being adopted;

(e) The Chief Executive Officer of the Canada Infrastructure Bank, Ehren Cory, alone for three hours within fourteen days of this motion being adopted;

(f) And any witnesses deemed relevant by committee members;

And, that the committee seek additional resources as required in order to accommodate these meetings, including by adding additional time to the end of meetings scheduled on accessible transportation for persons with disabilities, and by scheduling meetings during non-sitting days, and that, with the exception of scheduled meetings on accessible transportation for persons with disabilities, this study take priority order.

At 11:23 a.m., the sitting was suspended.

At 11:33 a.m., the sitting resumed.

Amendment

Xavier Barsalou-Duval moved, — That the motion be amended

(a) by replacing the words “a study of no less than six meetings” with the words “a meeting”

(b) by deleting the words “,alone, for 3 hours, within seven days of this motion being adopted” in paragraphs (a) and (b)

(c) by deleting the words “, alone, for 3 hours within fourteen days of this motion being adopted” in paragraph (c)

(d) by adding after the words “witnesses to appear before the committee” the words “within 30 days of this motion being adopted”

(e) by deleting the following:

“(d) The Minister of Finance, alone, for three hours within fourteen days of this motion being adopted;

(e) The Chief Executive Officer of the Canada Infrastructure Bank, Ehren Cory alone for three hours within fourteen days of this motion being adopted;

(f) And any witnesses deemed relevant by committee members;

And, that the committee seek additional resources as required in order to accommodate these meetings, including by adding additional time to the end of meetings scheduled on accessible transportation for persons with disabilities, and by scheduling meetings during non-sitting days, and that, with the exception of scheduled meetings on accessible transportation for persons with disabilities, this study take priority order.”.

Subamendment

Dan Muys moved, — That the motion be amended

(a) by replacing the words “within 30 days” with the words “within 14 days”

(b) by adding after the words “of this motion being adopted” the words “, for one hour each, separately”

(c) by adding after paragraph (c) the following paragraph: “And that the committee seek additional resources, if necessary, to accommodate these appearances.”.

The question was put on the subamendment of Dan Muys and it was agreed to on the following recorded division:

That the committee undertake a meeting on infrastructure in Canada, and invite the following witnesses to appear before the committee within 14 days of this motion being adopted, for one hour each, separately:

(a) The Minister of Environment and Climate Change;

(b) The Minister of Housing, Infrastructure and Communities;

(c) The Minister of Transport;

And that the committee seek additional resources, if necessary, to accommodate these appearances.
