The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, during the study on rail safety, the committee devote:

(a) one of the six meetings to the issue of the slowdown at level crossings imposed by CN on VIA Rail trains for safety reasons, a slowdown which causes significant delays in the Quebec-Windsor corridor; that the CN, VIA Rail, Transport Canada, the Transportation Safety Board and the Minister of Transport appear at this meeting;

(b) one of the six meetings to the derailment that happened on Thursday, November 14, 2024, in Longueuil; that the CN, the City of Longueuil, the Transportation Safety Board and Transport Canada appear at this meeting;

(c) That one meeting be added to the beginning of the study on dangerous goods concerning CN’s imposed slowdown of VIA Rail trains at level crossings in the Quebec-Windsor Corridor; that CN, VIA Rail, Transport Canada, and the Transportation Safety Board be invited to appear at that meeting; and

(d) That the larger study on dangerous goods include in its scope the Thursday, November 14, 2024, incident in Longueuil; and that the City of Longueuil be invited to appear as a witness.

It was agreed, — That the proposed budget in the amount of $28,500, for the study of community safety and emergency preparedness: transport of dangerous goods by rail, be adopted.

It was agreed, — That the committee clarify with the Minister of Transport that it wishes to focus her first appearance on the issue of environmental contamination in the vicinity of the dock in Fort Chipewyan and would like to invite her to appear for one hour before the end of the year to discuss Supplementary Estimates (B), 2024-25, at a separate meeting.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, November 20, 2023, the committee resumed its study of accessible transportation for persons with disabilities.

The committee resumed consideration of a draft report.

At 5:45 p.m., the committee adjourned to the call of the Chair.
