Pursuant to the order of reference of Thursday, September 19, 2024, the committee resumed its study of the factors leading to the recent fires in Jasper National Park.

Ken Hodges, Randy Schroeder, Glenn Hargrove and Jessica Kaknevicius made statements and, with Michael Norton and Dan Thompson, answered questions.

Motion

Dan Mazier moved, — That the committee expand its study on the Jasper wildfire by four additional meetings to hear from forest management experts, stakeholders, Indigenous communities and impacted individuals, and the committee invite the Ministerial Lead for Jasper, Randy Boissonnault, to appear for no less than one hour.

Debate arose thereon.

At 5:50 p.m., the meeting was suspended.

At 6:07 p.m., the meeting resumed.

Amendment

Monique Pauzé moved, — That the motion be amended by:

  1. replacing the word “four” with the word “two”;
  2. deleting the words “forest management experts, stakeholders”;
  3. adding the words after “invididuals”; the following: “That these meetings take place on Monday, October 21, 2024, and Wednesday, October 23, 2024;”
  4. adding the words after “Randy Boissonnault” the following: “, accompanied by Parks Canada officials,”; and
  5. replacing the words “for no less than one hour” with the words “at a two-hour meeting”.

Debate arose thereon.

Subamendment

Adam van Koeverden moved, — That the amendment be amended by replacing the words “on Monday, October 21, 2024, and Wednesday, October 23, 2024” with the following “after the investigation into the 2024 Jasper Wildfire Complex”.

After debate, the question was put on the subamendment of Adam van Koeverden and it was negatived on the following recorded division:

YEAS: Shafqat Ali, Sophie Chatel, Lloyd Longfield, Leah Taylor Roy, Adam van Koeverden — 5;

NAYS: Alexandre Boulerice, Michael Kram, Branden Leslie, Dan Mazier, Monique Pauzé, Gerald Soroka — 6.

The debate on the amendment of Monique Pauzé continued.

After debate, the question was put on the amendment of Monique Pauzé and it was agreed to on the following recorded division:

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

That the committee extend its study of the Jasper fire by two additional meetings to hear from Indigenous communities and impacted individuals;

That these meetings take place on Monday, October 21, 2024, and Wednesday, October 23, 2024; and

That the committee invite the Ministerial Lead for Jasper, Randy Boissonnault, accompanied by Parks Canada officials, to appear at a two-hour meeting.

At 6:35 p.m., the committee adjourned to the call of the Chair.
