Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, September 18, 2023, the committee resumed its study of regulation of recreational boating on Canada’s waterways.

The witnesses made statements and answered questions.

The committee proceeded to the consideration of matters related to committee business.

Philip Lawrence gave notice of the following motion:

That the committee recommend that the federal government reinstate the Safety Education and Flare Disposal Program and report this recommendation to the House.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, September 18, 2023, the committee resumed its study of regulation of recreational boating on Canada’s waterways.

Questioning of the witnesses resumed.

At 5:34 p.m., the meeting was suspended.

At 5:37 p.m., the meeting resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

Taylor Bachrach moved, — That pursuant to Standing Order 108(2), the committee undertake a study regarding community safety and emergency preparedness as they relate to the transport of dangerous goods by rail, with a particular focus on rural communities; that the study include at least 12 hours of testimony; and that the committee report its findings and recommendations to the House.

By unanimous consent, after debate, the question was put on the motion and it was agreed to.

Motion

Stéphane Lauzon moved, — That, pursuant to Standing Order 108(2), the Government of Canada made a commitment to prioritize Indigenous relations and reconciliation, and following the discussions of reports of the Fort Chipewyan Métis Nation and the contaminated Transport Canada dock, the committee invite the following witnesses:

(a) Transport Canada and Environment and Climate Change Canada officials;

(b) Members of the Athabasca Chipewyan Fort Chipewyan Métis Nation; and

(c) Toxicology experts and the Commissioner of the Environment and Sustainable Development.

To understand the situation.

That the committee hold at minimum two meetings and report its findings to the House.

Debate arose thereon.

Amendment

Taylor Bachrach moved, —

That the motion be amended by replacing the words “(a) Transport Canada and Environment and Climate Change Canada officials; (b) Members of the Athabasca Chipewyan Fort Chipewyan Métis Nation; and (c) Toxicology experts and the Commissioner of the Environment and Sustainable Development. ” with the following:

(a) Mikisew Cree First Nation Chief, Billy-Joe Tuccaro;

(b) Fort Chipewyan Métis Nation President, Kendrick Cardinal;

(c) The Minister of Transport;

(d) The Minister of Environment and Climate Change;

(e) The Minister of Emergency and Preparedness;

(f) The Minister of Indigenous Services;

(g) The Minister of Crown-Indigenous Relations; and

(h) Toxicology experts and the Commissioner of the Environment and Sustainable Development.

Debate arose thereon.

At 6:17 p.m., the committee adjourned to the call of the Chair.
