Pursuant to Standing Order 108(2), the committee commenced consideration of the subject matter of Supplementary Estimates (C), 2023-24: Votes 1c, 5c, 10c and 15c under Department of Foreign Affairs, Trade and Development, referred to the committee on Thursday, February 15, 2024; and

Pursuant to Standing Order 81(4), the committee commenced consideration of the Main Estimates 2024-25: Votes 1, 5, 10, 15, 20 and L30 under Department of Foreign Affairs, Trade and Development, Vote 1 under International Development Research Centre, and Vote 1 under International Joint Commission (Canadian Section), referred to the committee on Thursday, February 29, 2024.

The Chair called Vote 1 under Department of Foreign Affairs, Trade and Development.

The Minister made a statement and, with Christopher MacLennan and Shirley Carruthers, answered questions.

At 4:10 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

Questioning of the witnesses resumed.

At 4:32 p.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 4:54 p.m., the sitting resumed.

Christopher MacLennan, Peter MacDougall and Alexandre Lévêque answered questions.

At 5:22 p.m., the sitting was suspended.

At 5:29 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $1,750, for the study of the Main Estimates 2024-25: Votes 1, 5, 10, 15, 20 and L30 under Department of Foreign Affairs, Trade and Development, Vote 1 under International Development Research Centre, and Vote 1 under International Joint Commission (Canadian Section), be adopted.

It was agreed, — That, in relation to the access to information request received by International Development Research Centre and communicated to the committee on Thursday, April 11, 2024, to which a document related to the committee’s proceedings on Thursday, December 1, 2011, is not responsive, the committee instruct the clerk to authorize disclosure of said document, with the understanding that it is an unofficial and unedited transcript and that it remain protected by parliamentary privilege.

At 5:43 p.m., the committee adjourned to the call of the Chair.
