Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, November 8, 2023, the committee resumed its study of Canada's diplomatic capacity.

Thomas Juneau, Stephanie Carvin and Farida Deif made statements and answered questions.

Motion

Hedy Fry moved, — That, as part of its study on Canada’s diplomatic capacity, the committee recognize international development to be an inherent part of Canada’s diplomatic strategy and affirm its support for reproductive and sexual health rights around the world; recognize that the right to safe and legal reproductive care is the right to healthcare; condemn any effort to limit or remove sexual and reproductive rights; and emphasize the importance of maintaining access to reproductive and sexual health care, including safe abortions and contraceptives, as a main component of Canada’s international feminist assistance policy.

Debate arose thereon.

A point of order was raised as to the procedural acceptability of the proposed motion.

RULING BY THE CHAIR

The Chair ruled the motion admissible as the subject related directly to the business under consideration by the committee.

The committee resumed consideration of the motion of Hedy Fry, — That, as part of its study on Canada’s Diplomatic Capacity, the committee, recognize International Development to be an inherent part of Canada’s diplomatic strategy, and affirm its support for reproductive and sexual health rights around the world; recognizes that the right to safe and legal reproductive care is the right to healthcare; condemns any effort to limit or remove sexual and reproductive rights; and, emphasizes the importance of maintaining access to reproductive and sexual healthcare, including safe abortions and contraceptives, as a main component of Canada’s International Feminist Assistance Policy.

The debate continued.

On motion of Heather McPherson, it was agreed, — That the committee do now adjourn.

At 6:25 p.m., the committee adjourned to the call of the Chair.
