Minutes of Proceedings
The committee resumed consideration of a draft report.
It was agreed, — That the draft report, as amended, be adopted.
It was agreed, — That the report be entitled: "The Russian State’s Illegal War of Aggression Against Ukraine".
It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 5:00 p.m. ET on Monday, February 13, 2023.
ORDERED, — That the Chair present the report to the House.
ORDERED, — That the analysts and the clerk, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.
ORDERED, — That the clerk of the committee make the necessary arrangements for a press conference to be held on Tuesday, February 14, 2023 after the presentation of the committee's report to the House on the study of the situation at the Russia-Ukraine border and implications for peace and security; and that the committee be represented by the Chair and a representative from each party.
It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on the destabilizing impacts of the Wagner Group, the Russian paramilitary organization and de facto private army of Vladimir Putin; their role in global conflicts, including in Ukraine, Mali and Syria; the allegations of war crimes and human rights abuses where they have been deployed and their impacts on democratic back-sliding; that the committee hold no fewer than four meetings; and that pursuant to Standing Order 109, the Government table a comprehensive response to the report.
At 12:24 p.m., the committee adjourned to the call of the Chair.
