Pursuant to Standing Order 83.1, and the motion adopted by the committee on Thursday, December 16, 2021, the committee resumed its pre-budget consultations in advance of the 2022 Budget.

D.T. Cochrane, Daniel Breton, Clarence T. Jules, Gregory McClinchey, Melissa Mbarki and Beth Potter made statements and, with the other witnesses, answered questions.

The committee proceeded to the consideration of matters related to committee business.

On motion of Adam Chambers, it was agreed, — That the committee invite the Governor of the Bank of Canada to appear on the Inflation Study within the next 3 weeks, with or without officials.

On motion of Terry Beech, it was agreed, — That the committee commence its study of Bill C-8, the Economic and Fiscal Update Implementation Act, 2021, and that

  1. The committee invite officials from the Department of Finance, Employment and Social Development Canada, Health Canada and the Public Health Agency of Canada to appear on Monday, February 14, 2022 for two hours and that witnesses be invited on Pre-Budget Consultations for one extra hour;

  2. The committee invite the Deputy Prime Minister and Minister of Finance to appear;

  3. Prioritized lists of witnesses be submitted to the clerk by 5:00 PM EST, Monday, February 14, 2022;

  4. The committee meet the week of February 21, 2022 to hear further testimony;

  5. The committee commence clause-by-clause consideration of the bill no later than February 28, 2022;

  6. Parties submit amendments to the bill no later than 5:00 PM EST, Friday, February 25, 2022; and

  7. The committee empower the Chair to schedule additional meetings, outside of the regular schedule, for the purposes of studying the bill.

At 5:59 p.m., the committee adjourned to the call of the Chair.
