Pursuant to Standing Order 106(4), the committee commenced consideration of the request by members of the committee to discuss the pressing affordability challenges facing Canadians and Canadian businesses.

Motion

Adam Chambers moved, — That the committee call the Deputy Prime Minister and Minister of Finance to appear before the committee by herself for three hours, and that the Minister appear at committee within seven days of the adoption of this motion.

Debate arose thereon.

Amendment

Philip Lawrence moved, — That the motion be amended by deleting the words “by herself”, by replacing the words “three hours” with the words “90 minutes”, and by replacing the word “seven” with the word “fourteen”.

At 1:34 p.m., the sitting was suspended.

At 1:44 p.m., the sitting resumed.

The question was put on the amendment and the result of the vote was announced:

YEAS: Daniel Blaikie, Adam Chambers, Philip Lawrence, Brad Redekopp, Gabriel Ste-Marie — 5;

NAYS: Jenica Atwin, Yvan Baker, Julie Dzerowicz, Heath MacDonald, Ken McDonald — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the amendment was agreed to.

The motion, as amended, read as follows:

That the committee call the Deputy Prime Minister and Minister of Finance to appear before the committee for 90 minutes, and that the Minister appear at committee within fourteen days of the adoption of this motion.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Adam Chambers, Philip Lawrence, Brad Redekopp, Gabriel Ste-Marie — 4;

NAYS: Jenica Atwin, Yvan Baker, Daniel Blaikie, Julie Dzerowicz, Heath MacDonald, Ken McDonald — 6.

Motion

Brad Redekopp moved, — That the Standing Committee on Finance call the Minister of Housing, Infrastructure and Communities, Sean Fraser, to appear before the committee for 90 minutes, and that the Minister appear at committee at the earliest opportunity and no later than fourteen days of the adoption of this motion.

Debate arose thereon.

A point of order was raised as to the procedural acceptability of the proposed motion.

RULING BY THE CHAIR

The Chair ruled the motion admissible as, under Standing Order 106(4), the committee may consider other matters during the meeting as it sees fit and that the subject of the motion relates directly to the business under consideration.

The debate continued.

Yvan Baker moved, — That the committee do now adjourn.

The question was put on the motion and it was agreed to on the following recorded division:
