The committee proceeded to the consideration of matters related to committee business.

At 2:40 p.m., the sitting was suspended.

At 2:42 p.m., the sitting resumed.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Tuesday, February 22, 2022, to consider the business of the committee and agreed to make the following recommendations:

That, the schedule circulated by the Chair be adopted with the following changes:

  1. The committee meet on Thursday, March 3, 2022, from 6-8 pm;
  2. The committee invite the Royal Canadian Mounted Police (RCMP) and Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) on Thursday, February 24, 2022 in relation to the study on the Invocation of the Emergencies Act;
  3. The committee invite the Canadian Bankers Association, Le Mouvement Desjardins as well as the Big 5 banks on Monday March 7, 2022;
  4. The deadline for Member’s submitting recommendations on the Emergency Act study be Friday March 11, 2022;
  5. 30 minutes to 1 hour be put aside on Thursday, March 17, 2022 to consider draft recommendations;
  6. The committee meet on Monday, March 21, 2022 to hear witnesses on the Inflation study and that the committee meet on Thursday, March 24, 2022 to adopt the report on the Invocation of the Emergencies Act;
  7. The Chair present the report on the Invocation of the Emergencies Act on Monday, March 28, 2022 instead of Thursday, March 24, 2022.

It was agreed, — That the First Report of the subcommittee be concurred in.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, Fabruary 17, 2022, the committee commenced its study of Invocation of the Emergencies Act and related measures.

Sophie Amberg made a statement and, with the other witnesses, answered questions.

At 4:16 p.m., the sitting was suspended.

At 4:25 p.m., the sitting resumed.

Questioning of the witnesses resumed.

On motion of Adam Chambers, it was agreed, — That for as long as the financial requirements of the Emergencies Act are in place;

That the Royal Canadian Mounted Police (RCMP), Canadian Security Intelligence Service (CSIS), Canada Border Services Agency (CBSA), Public Safety and Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) provide a weekly report to the Committee of the total number of persons and accounts they have flagged or requested be frozen by regulated financial institutions;

That all federally regulated financial institutions provide a similar weekly report, of the total number of persons and accounts that have been frozen using the Emergencies Act powers;

That the information be provided in a manner that respects personal privacy, national security, and operational security; and

That the first report be due to the committee by Wednesday, March 2, 2022.

At 5:30 p.m., the committee adjourned to the call of the Chair.
