Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, March 7, 2023, the committee resumed its study of current state of play on green finance, green investment, transition finance and transparency, standards and taxonomy.

The witnesses made statements and answered questions.

Adam Chambers gave notice of the following motion:

That this Committee

- Study and report to the House progress to date on both Open Banking and Payments Modernization (including the implementation of a “Real-Time Rail”)

- The Committee hear from stakeholders including, but not limited to:

  • Payments Canada
  • Interac
  • Fintechs Canada
  • Canadian Bankers Association
  • Credit Unions
  • Competition Bureau

- The Committee hear from relevant officials:

  • Including:

    · Deputy Minister, Finance

    · Abram Tachjan, Finance Canada

- The Associate Minister of Finance 1 hour

- The Minister of Finance for 1 hour

- That during the course of the study, the Committee consider the production of documents relating to:

  • The ownership structure of Interac
  • Pricing structure/mechanisms of Interac as it relates to fees charged to transfer funds (specifically electronic transfers)

- That the study hold at least 3 meetings, with the first meeting being held by 31 October 2023.

Questioning of the witnesses resumed.

Daniel Blaikie gave notice of the following motion:

That: (a) the Committee recognize that (i) Mr. Hallan played a central role in initiating the filibusters of Bill C-47 at committee but had a poor attendance record over the course of the proceedings, (ii) Mr. Lawrence performed the functions one would expect a committee Vice-Chair for the Official Opposition to perform, including (A) attending most of the proceedings, (B) providing leadership for members of his party on the committee floor, (C) hearing proposals from representatives of other parties to conclude the filibuster and (D) negotiating with those representatives to that end, and; (b) that Vice-Chair Hallan no longer has the confidence of the Standing Committee on Finance and, as a result, that we proceed immediately to the election of a new Vice-Chair from the Official Opposition.

Questioning of the witnesses resumed.

At 12:59 p.m., the committee adjourned to the call of the Chair.
