Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 1, 2022 and the order of reference of Tuesday, November 19, 2024, the committee resumed its study of barriers to Indigenous economic development.

The Lance Haymond made a statement and answered questions.

Motion

Jamie Schmale moved, — That the committee summons Felix Papineau and Shawna Parker to testify before this committee on December 16, 2024, provided that the Chair and Clerk be directed to retain, if necessary, the services of a skip tracer to assist with the services of the summonses.

Debate arose thereon.

By unanimous consent, on motion of Jaime Battiste, it was agreed, — That the motion be amended by deleting the words “on December 16, 2024”, and by adding after the words “services of the summonses” the following: “and that the Chair and Clerk of the committee be empowered to action the necessary details pertaining to the contract of the use of a skip tracer.”.

By unanimous consent, the motion, as amended, was agreed to.

The motion, as amended, read as follows:

That the committee summons Felix Papineau and Shawna Parker to testify before this committee, provided that the Chair and Clerk be directed to retain, if necessary, the services of a skip tracer to assist with the service of the summonses, and that the Chair and Clerk of the committee be empowered to action the necessary details pertaining to the contract of the use of a skip tracer.

The committee proceeded to give drafting instructions to the analysts for a draft report.

It was agreed, — That, given the recent reports of tragic deaths of Indigenous Canadians in incidents with the Royal Canadian Mounted Police (RCMP); and the urgent emergency debate that took place on Monday, September 16, 2024, the committee immediately following the conclusion of legislation at INAN move to begin work on the Indigenous policing study, as tabled on Thursday, April 11, 2024;

That the committee also request the Parliamentary Budget Officer prepare research and comparative analysis of policing provided through the First Nations and Inuit Policing Program and non-Indigenous police services, beginning at least as early as 2015-16 to 2023-24, and future years as data availability permits. Factors to compare are to include but not be limited to funding for facilities, equipment, personnel, compensation and employee benefits, culturally responsive and specialized services, training, and oversight and accountability mechanisms; That this research and comparative analysis be submitted to the committee within 60 days;

That the committee call the Minister of Crown-Indigenous Relations, the Minister of Indigenous Services Canada, the Minister of Northern Affairs, and the Minister of Justice to appear before the committee to discuss how the lack of implementation of Calls to Action leads to the disturbing pattern of police violence against Indigenous people, and that the government provide the committee with plans as to how departments will implement each of the Calls to Action and Calls for Justice, the recommendations contained in the Standing Committee on Public Safety and National Security's June 2021 report, entitled "Systemic Racism in Policing in Canada," and the recommendations from the Senate report entitled “Injustices and Miscarriages of Justice Experienced by 12 Indigenous women”.
