The Chair presented the Second Report from the Subcommittee on Agenda and Procedure, which read as follows:
Your subcommittee met on Friday, February 11, 2022, to consider the business of the committee and agreed to make the following recommendations:
- Further to the motion of Tuesday, February 1, 2022, it was agreed that the following motion replace
paragraph two in the First Report from the Subcommittee on Agenda and Procedure:
That, pursuant to Standing Order 108(2), the committee undertake a study on the effects of the housing shortage among First Nations and Inuit of Quebec and Canada; that the committee invite the Minister of Indigenous Services, experts and government officials to examine this issue; that the committee hold up to six meetings on this issue; and that the committee report its findings and recommendations to the House.
- That members provide their witness lists to the clerk in order of priority and that a compiled list be circulated to all members.
Debate arose thereon.
Michael V. McLeod moved, — That the subcommittee report be amended by replacing the words “among First Nations and Inuit of Quebec and Canada; that the committee invite the Minister of Indigenous Services, experts and government officials to examine this issue; that the committee hold up to six meetings on this issue; and that the committee report its findings and recommendations to the House” with the words “on Indigenous Peoples across Canada; that the committee invite the Minister of Indigenous Services, experts and government officials to examine this issue; that the committee hold a maximum of six meetings on this issue; that the study takes into consideration and builds on the evidence from the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities report entitled Indigenous Housing: The Direction Home (adopted on Thursday, May 6, 2021), the Parliamentary Budget Officer report on Urban, Rural and Northern Housing (Thursday, February 11, 2021); that the committee report its findings and recommendations to the House; and that the committee request that the government table a comprehensive response to the report within a year”.
After debate, the question was put on the amendment of Michael V. McLeod and it was agreed to on the following recorded division:
YEAS: Jenica Atwin, Jaime Battiste, Jean-Denis Garon, Michael V. McLeod, Marcus Powlowski, Patrick Weiler — 6;
NAYS: Lori Idlout, Jamie Schmale, Martin Shields, Shannon Stubbs, Gary Vidal — 5.
The question was put on the Second Report from the subcommittee, as amended, and the result of the vote was announced: YEAS: Jenica Atwin, Jaime Battiste, Jean-Denis Garon, Michael V. McLeod, Patrick Weiler — 5; NAYS: Lori Idlout, Jamie Schmale, Martin Shields, Shannon Stubbs, Gary Vidal — 5.
Whereupon, the Chair voted in the affirmative.
Accordingly, the Second Report from the subcommittee, as amended, was concurred in.
