Pursuant to Standing Order 83.1, and the motion adopted by the committee on Thursday, September 26, 2024, the committee resumed its pre-budget consultations in advance of the 2025 Budget.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Pre-Budget Consultations in Advance of the 2025 Budget".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the committee proceed to sit in public.

At 4:38 p.m., the meeting was suspended.

At 4:38 p.m., the meeting resumed in public.

RULING BY THE CHAIR

A question of privilege having been raised by Julie Dzerowicz, regarding an altered Finance Committee notice of meeting for the December 10, 2024 meeting, the Chair ruled that the matter relates to privilege.

Debate arose thereon.

At 4:41 p.m., the meeting was suspended.

At 4:48 p.m., the meeting resumed.

At 4:50 p.m., the meeting was suspended.

At 5:01 p.m., the meeting resumed.

On motion of Julie Dzerowicz, it was agreed, — That the debate be now adjourned.

At 5:05 p.m., the meeting was suspended.

At 5:06 p.m., the meeting resumed.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, March 7, 2023, the committee resumed its study of current state of play on green finance, green investment, transition finance and transparency, standards and taxonomy.

Motion

Pat Kelly moved, — That the committee now proceed to the 106(4) request.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Adam Chambers, Don Davies, Jasraj Singh Hallan, Pat Kelly, Marty Morantz, Gabriel Ste-Marie — 6;

NAYS: Yvan Baker, Rachel Bendayan, Sophie Chatel, Julie Dzerowicz, Joanne Thompson — 5.

Pursuant to Standing Order 106(4), the committee commenced consideration of the request by members of the committee to undertake a study of the invitation to the Minister of Finance for sharing the status of the Government’s Finances.

Motion

Jasraj Singh Hallan moved, — That the Minister of Finance be invited to appear at committee for two hours by Tuesday, December 17, 2024, and should the Minister not appear in accordance with this motion, the chair be instructed to report to the House the Committee’s recommendation that it be empowered to order her attendance for two hours at a date and time the Committee fixes.

Debate arose thereon.

Amendment

Rachel Bendayan moved, — That the motion be amended by replacing the words “by Tuesday, December 17, 2024, and should the Minister not appear in accordance with this motion, the chair be instructed to report to the House the Committee’s recommendation that it be empowered to order her attendance for two hours at a date and time the Committee fixes” with the following : “at her next available opportunity, with the intent that this appearance take place before the House rises for the winter recess”.

Debate arose thereon.

The question was put on the amendment of Rachel Bendayan and it was agreed to on the following recorded division:

YEAS: Yvan Baker, Rachel Bendayan, Sophie Chatel, Don Davies, Julie Dzerowicz, Gabriel Ste-Marie, Joanne Thompson — 7;

NAYS: Adam Chambers, Jasraj Singh Hallan, Pat Kelly, Marty Morantz — 4.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

That the Minister of Finance be invited to appear at committee for two hours at her next available opportunity, with the intent that this appearance take place before the House rises for the winter recess.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed supplementary budget in the amount of $3,000, for the study of pre-budget consultations in advance of the 2025 budget, be adopted.

At 5:51 p.m., the committee adjourned to the call of the Chair.
