Minutes of Proceedings
By unanimous consent, it was agreed, — That, in relation to the access to information request received by the Business Development Bank of Canada and communicated to the Committee on Thursday, October 5, 2023, to which documents related to the Committee’s proceedings are not responsive, the Committee instruct the clerk to authorize disclosure of said documents, with the understanding that they remain protected by parliamentary privilege.
It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your subcommittee met on Tuesday, October 17, 2023, to consider the business of the committee and agreed to make the following recommendations:
- That the committee adopt the following motions and undertake the studies in the following order:
- That, pursuant to Standing Order 108(2), the Committee undertake a study of the effects of the proposed Canadian Biocides Regulations on competition from foreign products on Canadian soil, with a particular focus on the impacts of recognizing foreign registration, the streamlining of foreign registration review and the creation of a new category of regulated products; that the Committee hold at least two meetings on this study, and that the Committee report its findings and recommendations to the House.
- That, pursuant to Standing Order 108(2), the committee undertake an immediate review of the economic impact of the Vancouver Port Strike and the Government’s response and opportunities for innovation in the industry; that the committee invite Government officials and experts the committee deems relevant; that the committee hold a minimum of 3 meetings; and that the committee report its findings and recommendations to the House.
- That, pursuant to Standing Order 108(2), the committee undertake a comprehensive study to (a) identify programs, tools, and measures that support the growth of Canadian businesses and their contributions to domestic and global supply chains, export abroad, and becoming integral players in various economic sectors; and (b) diversify and increase the presence of Canadian businesses in global markets, focusing on areas of competitive advantage and regional diversity of goods and services; that the committee hold a minimum of six meetings on this study, divided by regions in Canada; and that the committee report its comprehensive findings and recommendations to the House.
- That, pursuant to Standing Order 108(2), the Committee undertake a study of the weakening of the Quebec and Canadian fishing industry created by restrictive American and European seafood import policies; that the Committee hold at least two meetings on this study, and that the Committee report its findings and recommendations to the House.
- That, pursuant to Standing Order 108(2), the committee undertake a study on the pending CUSMA review that will take place in 2026 in order to help identify any trade irritants that currently exist between Canada, the US and Mexico that could potentially create issues in advance of the review process if not addressed before it takes place, and possible solutions to such irritants; that the committee invite the Minister of International Trade and any other Government officials and experts the committee deems relevant; that the committee hold a minimum of 5 meetings; and that the committee report its findings and recommendations to the House.
