Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, November 2, 2023, the committee resumed consideration of the subject matter of Bill C-57, An Act to implement the 2023 Free Trade Agreement between Canada and Ukraine.

The witnesses made statements and answered questions.

Simon-Pierre Savard-Tremblay gave notice of the following motion:

That the Committee undertake a comparative study of the Government of Canada's process for awarding contracts for the procurement of defence aircraft, in comparison with similar processes in other countries, paying particular attention to the impact of the Government of Canada's process on Canadian companies' ability to develop leading-edge expertise that is competitive in both the Canadian domestic and international markets; that the Committee devote four meetings to conducting this study, and report its observations and recommendations to the House.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

Kyle Seeback moved, — That the committee recommends to the House that it be granted the power during its consideration of Bill C-57, An Act to implement the 2023 Free Trade Agreement between Canada and Ukraine, to expand the scope of the study of the Bill in order to support expanded munitions production in Canada and increasing munition exports to Ukraine and support the development of weapons and munitions manufacturing capabilities in Ukraine by Canadian industry.

The committee resumed consideration of the motion of Kyle Seeback.

The question was put on the motion and it was negatived on the following recorded division:

It was agreed, — That the proposed budget in the amount of $32,900, for the study of the 2023 strike at the Port of Vancouver: selected impacts, responses and port-related innovation, be adopted.

It was agreed, — That in relation to the study of Bill C-57, An Act to implement the 2023 Free Trade Agreement between Canada and Ukraine, the deadline to submit amendments be Friday, November 24, 2023, at noon (EST).

At 12:54 p.m., the committee adjourned to the call of the Chair.
