Pursuant to the order of reference of Tuesday, November 21, 2023, the committee commenced consideration of Bill C-57, An Act to implement the 2023 Free Trade Agreement between Canada and Ukraine.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

Joe Dal Ferro, René Roy and George Soule made statements and, with Stephen Heckbert, answered questions.

At 11:20 a.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

At 11:40 a.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

Kyle Seeback moved, — That the committee recommend to the House that it be granted the power during its consideration of Bill C-57, An Act to implement the 2023 Free Trade Agreement between Canada and Ukraine; in light of the fact that the Liberal Government granted a waiver exemption to allow for the export of a turbine from Canada that was then used to export Russian gas; to expand the scope of the study of the Bill in order to facilitate Canadian LNG and other energy expertise to further assist Ukraine; and to support expanded munitions production in Canada; and increasing munition and weapons exports to Ukraine and support the development of weapons and munitions manufacturing capabilities in Ukraine by Canadian industry.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Tony Baldinelli, Matt Jeneroux, Richard Martel, Kyle Seeback — 4;

NAYS: Chandra Arya, Richard Cannings, Sean Casey, Fayçal El-Khoury, Mona Fortier, Simon-Pierre Savard-Tremblay, Maninder Sidhu — 7.

At 12:54 p.m., the committee adjourned to the call of the Chair.
