Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, April 20, 2023, the committee resumed its study of subject matter of Bill C‑47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023.

Graeme Hamilton made a statement and, with witnesses, answered questions.

Motion

Terry Beech moved, — That the committee continue its pre-study of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, by:

  1. Inviting witnesses to appear on the contents of Bill C-47 during meetings scheduled the weeks of May 1, May 8, and May 15 2023, and that;

    Members of the committee submit their prioritized witness lists for the study of Bill C-47 to the clerk of the committee by no later than Wednesday, May 3rd, 2023, at 12 p.m., and that these lists be distributed to members of the committee as soon as possible;

  2. Moving to clause-by-clause review of Bill C-47 no later than Thursday, May 25 2023 at 11:00 AM, provided that the bill is referred to the committee on or before Thursday, May 18, 2023, and that;

    i. amendments be submitted to the clerk of the committee in both official languages no later than 4:00 p.m. on Friday, May 19, 2023;

    ii. the clerk of the committee write immediately to each member who is not a member of a caucus represented on the committee and any independent members to inform them of the study of Bill C-47 by the committee and to invite them to prepare and submit any proposed amendments to Bill C-47 which they would suggest that the committee consider during the clause-by-clause study of the Bill;

  3. If Bill C-47 is referred to the committee by the House during the subject matter study of the Bill, all witness testimony, evidence and documentation received in public in relation to its subject matter study of Bill C-47 be deemed received by the committee in the context of its legislative study of Bill C-47;
  4. Subject to the approval of the recognized parties’ whips, and the availability of meeting slots from the House of Commons, the committee hold as many additional meetings as possible with the goal of accomplishing at least 20 hours of study prior to the beginning of clause-by-clause consideration of the bill;
  5. That the Chair of the Committee write, as promptly as possible, to the Chairs of the following standing committees to invite them to study the subject matter of the following provisions of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023:

    i. the Standing Committee on Transport, Infrastructure and Communities, Part 3, Division 2 and Part 4, divisions 21, 22 23 and 24 of the Bill;

    ii. the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, Part 4, divisions 13, 14, 15, 35 and 38 of the Bill;

    iii. the Standing Committee on Citizenship and Immigration, Part 4, divisions 16, 17, 18 and 19 of the Bill;

    iv. the Standing Committee on Health, Part 4, divisions 27, 28 and 29 of the Bill;

    v. the Standing Committee on Industry and Technology, Part 4, divisions 7, 25 and 26 of the Bill;

    vi. the Standing Committee on National Defence, Part 4, Division 11 of the Bill;

    vii. the Standing Committee on Government Operations and Estimates, Part 4, Division 12 of the Bill;

    viii. the Standing Committee on Natural Resources, Part 4, Division 20 of the Bill;

    ix. the Standing Committee on Industry and Technology Part 4, Division 32 of the Bill;

    x. Standing Committee on Environment and Sustainable Development Part 4, Division 36 of the Bill;

    xi. Standing Committee on Procedure and House Affairs Part 4, divisions 31 and 39 of the Bill;

    xii. Standing Committee on Indigenous and Northern Affairs Part 1, (E) of the Bill; and;

    xiii. Standing Committee on International Trade, Part 4, divisions 4 and 5 of the Bill;

    And that, for the standing committees listed in (e);

  6. recommendations in relation to the provisions considered by them be provided in the form of a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 12:00 p.m. on Thursday May 18, 2023; and;
  7. if a standing committee listed in (e) chooses not to consider the subject matter of the provisions, it advise the Chair of the committee by letter, in both official languages, no later than 4:00 p.m. on Friday, May 12, 2023.

    Garnett Genuis moved, — That the amendement be amended by adding after the words "Minister of Finance" the following words "and Minister of Public Safety"; by adding after the words "be invited to" the following word "each"; by adding after the word "appear" the following word "separately"; by replacing the words "this appearance" by the words "these appearances", and by adding after the word "2023" with the following "and that notwithstanding the proposed date, clause by clause not be schedule unless both of these Ministers have each appeard for two hours".

    By unanimous consent, it was agreed, — That, in relation to the study of understanding the 21st century world economy, the proposed budget in the amount of $188,081.93, for the committee’s travel to Paris, France in Summer ‑ Fall 2023, be adopted.

    By unanimous consent, it was agreed, — That, in relation to the study of pre-budget consultations in advance of the 2024 budget, the proposed budget in the amount of $112,529.84, for the committee’s travel to Fredericton, NB, Charlottetown, PE, Halifax, NS, St. John’s, NL in Fall 2023, be adopted.

    By unanimous consent, it was agreed, — That, in relation to the study of pre-budget consultations in advance of the 2024 budget, the proposed budget in the amount of $164,934.24, for the committee’s travel to Québec, QC, Toronto, ON, Winnipeg, MB, Edmonton, AB, Vancouver, BC in Fall 2023, be adopted.

    On motion of Terry Beech, it was agreed, — That, the committee suspend until the appearance of the minister and resumes debate on the subamendement afterwards, and that no other motion can be moved during that time.

    On motion of Terry Beech, it was agreed on division, — That the motion be adopted as amended by Terry Beech and that the committee consider both the sub-amendment from Marty Morantz and the amendment from Daniel Blaikie withdrawn.

    The motion, as amended, read as follows:

    That the committee continue its pre-study of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on Tuesday, March 28, 2023 by:

      iii. if the Committee has not completed the clause-by-clause consideration of the Bill by 4:30 p.m. on Monday, May 29th, 2023, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and proposed amendments, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as soon as possible;

    3. If Bill C-47 is referred to the committee by the House during the subject matter study of the Bill, all witness testimony, evidence and documentation received in public in relation to its subject matter study of Bill C-47 be deemed received by the committee in the context of its legislative study of Bill C-47;
    4. Subject to the approval of the recognized parties’ whips, and the availability of meeting slots from the House of Commons, the committee hold as many additional meetings as possible with the goal of accomplishing at least 20 hours of study prior to the beginning of clause-by-clause consideration of the bill;
    5. and that the whips of the recognized parties, and the clerks, be empowered to seek as many meetings as possible, with the goal of meeting for 10 hours before the end of this week.
