Pursuant to the order of reference of Wednesday, September 28, 2022, the committee commenced consideration of Bill C-252, An Act to amend the Food and Drugs Act (prohibition of food and beverage marketing directed at children).

Patricia Lattanzio made a statement and, with the other witnesses, answered questions.

Laila Goodridge moved, — That the committee hold one one-hour meeting to hear witness testimony in relation to the study of Bill C-252, An Act to amend the Food and Drugs Act (prohibition of food and beverage marketing directed at children); prior to clause-by-clause consideration; and that the meeting be held on Thursday, March 30, 2023.

Debate arose thereon.

Luc Thériault moved, — That the motion be amended by adding after the word “testimony” the following: “from only the Association of Canadian Advertisers”.

After debate, the question was put on the amendment of Luc Thériault and it was negatived, by a show of hands: YEAS: 1; NAYS: 10.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Stephen Ellis, Laila Goodridge, Matt Jeneroux, Robert Kitchen — 4;

NAYS: Don Davies, Brendan Hanley, Majid Jowhari, Marcus Powlowski, Sonia Sidhu, Luc Thériault, Adam van Koeverden — 7.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) and of the Preamble was postponed.

The Chair called Clause 2.

The committee commenced its clause-by-clause study of the Bill.

After debate, Clause 2 was negatived by a show of hands: YEAS: 4; NAYS: 6.

Clause 3 was negatived by a show of hands: YEAS: 0; NAYS: 6.

On Clause 4,

Adam van Koeverden moved, — That Bill C-252, in Clause 4, be amended by deleting line 18 on page 3.

After debate, the question was put on the amendment of Adam van Koeverden and it was agreed to on division.

Adam van Koeverden moved, — That Bill C-252, in Clause 4, be amended by replacing line 20 on page 3 to line 1 on page 4 with the following:

“prescribed foods that contain more than the prescribed level of sugars, saturated fat or sodium in a manner that is primarily directed at persons who are under 13”

Debate arose thereon.

At 1:16 p.m., the committee adjourned to the call of the Chair.
