Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to undertake a study on critical minerals.

Motion

Ed Fast moved, — That, pursuant to Standing Order 108(2), the committee study the decision of the Government to not require a National Security Review of the purchase of Neo Lithium by Zijin Mining under the provisions of the Investment Canada Act and regulations thereto; that this study include at least six meetings of two hours each; that the committee invite the Minister of Innovation, Science and Industry and the Minister of Public Safety, to appear separately, for one hour each, and that these meetings be televised; that the committee also invite the Deputy Minister of Industry Simon Kennedy, the Director General, Investment Review, Kate Burke, and other officials from Industry, Science and Economic Development Canada (Investment Canada Act Review, and Automotive, Transportation and Digital Technologies Branch), Public Safety, CSIS, Natural Resources, as well as industry stakeholders and external experts and academics on China’s geopolitical activities, including the influence of the Government of China on state-owned and state-influenced enterprises, and representatives of sector organizations; that the committee begin the study with three meetings during the week of Jan 24, 2022; that witness lists be submitted to the clerk by noon Friday, January 21, 2022, and that the committee report its findings to the House.

Debate arose thereon.

By unanimous consent, it was agreed, — That the motion be amended by replacing the words “six meetings” with the words “two meetings”, by deleting the words "and the Minister of Public Safety, to appear separately, for one hour each," and by replacing the words "with three meetings" with the words "with two meetings".

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:
