It was agreed, — That, pursuant to Standing Order 108(2), the Committee undertake a study of a minimum of two meetings, to examine the situation with Medicago Inc., taking into consideration that it is a Quebec based biotechnology company which received a major investment in federal funds to assist with the development and production of its Health Canada approved made-in-Canada COVID-19 vaccine (Covifenz), that the government of Canada also signed procurement agreements to buy doses of the vaccine and that Medicago Inc. is now going to be closed by its foreign owner, Mitsubishi Chemical Group, and that the Committee invite the following witnesses:
a) the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry;
b) executives and corporate officers of Medicago Inc.;
c)) executives and corporate officers of Mitsubishi Chemical Group and Mitsubishi Tanabe Pharma Corporation.
The committee resumed consideration of a draft report.
It was agreed, — That the draft report, as amended, be adopted.
It was agreed, — That the report be entitled: "Small and Medium Enterprises in Canada: Charting a Competitive Future".
It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
It was agreed, — That dissenting or supplementary opinions be submitted electronically, in both official languages, to the clerk of the committee, not later than 5 p.m. on Monday, February 13, 2023.
ORDERED, — That the Chair present the report to the House.
At 5:21 p.m., the committee adjourned to the call of the Chair.
