Pursuant to the order of reference of Wednesday, June 1, 2022, the committee resumed consideration of Bill C-235, An Act respecting the building of a green economy in the Prairies.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

On Clause 2,

Andy Fillmore moved, — That Bill C-235, in Clause 2, be amended by replacing line 12 on page 1 with the following:

Minister means the minister responsible for economic development in the Prairie provinces. (ministre)”

After debate, the question was put on the amendment of Andy Fillmore and it was agreed to.

Clause 2, as amended, carried.

On Clause 3,

Andy Fillmore moved, — That Bill C-235, in Clause 3, be amended by replacing line 14 on page 1 with the following:

After debate, the question was put on the amendment of Andy Fillmore and it was agreed to.

Rick Perkins moved, — That Bill C-235, in Clause 3, be amended by adding after line 6 on page 2 the following:

“(2.1) The consultation process provided for under subsection (2) is only required if such a consultation process is not already provided for under any other Act of Parliament or any Act of a province or by-law of a municipality.”

After debate, the question was put on the amendment of Rick Perkins and it was agreed to on the following recorded division:

Ryan Williams moved, — That Bill C-235, in Clause 3, be amended by replacing lines 14 to 17 on page 2 with the following:

“(b) fostering job creation in traditional energy industries in the Prairies and allowing more exporting of Canadian oil and natural gas to prevent carbon leakage;”

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Andy Fillmore moved, — That Bill C-235, in Clause 3, be amended by replacing line 14 on page 2 with the following:

“(b) fostering job creation and economic prosperity, as evidenced by supporting outcomes, in regions”

By unanimous consent, Andy Fillmore moved, — That the amendment be amended by replacing the words “economic prosperity, as evidenced by supporting outcomes, in regions” with the following: “skills transfer, as evidenced by increased employment, in Prairie regions”.

After debate, the question was put on the subamendment of Andy Fillmore and it was agreed to.

The question was put on the amendment of Andy Fillmore, as amended, and it was agreed to.

Andy Fillmore moved, — That Bill C-235, in Clause 3, be amended by replacing, in the English version, line 16 on page 2 with the following:

“them to build a net-zero emissions green economy and”

After debate, the question was put on the amendment of Andy Fillmore and it was agreed to.

Rick Perkins moved, — That Bill C-235, in Clause 3, be amended by replacing lines 21 to 23 on page 2 with the following:

“mental management of the boreal forest, and projects that involve natural gas, liquefied natural gas, oil drilling and pipeline transportation to ensure that more of Canada’s world-leading environmentally and socially responsible oil and gas reaches foreign markets to replace higher-emission energy sources produced under lower human rights standards;”

The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Pursuant to the order adopted by the committee on Tuesday, December 14, 2021, the following amendment, submitted by Elizabeth May for the consideration of the committee, was deemed moved:

That Bill C-235, in Clause 3, be amended

(a) by replacing lines 22 and 23 on page 2 with the following:

“make use of new sources of energy;”

(b) by adding after line 34 on page 2 the following:

“(4) The projects prioritized under paragraph 3(c) must not make use of nuclear energy.”
