Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, January 31, 2022, the committee commenced its study of the Status of the Artist Act and its impact on improving basic working conditions for artists.

Darcy Michael, Oorbee Roy, Keith Martin Gordey, Christian Lemay, April Britski, Karl Beveridge, and Maryse Beaulieu made statements and, with Lisa Blanchette, answered questions.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the committee commence the study of the Status of the Artist Act and its impact on improving basic working conditions for artists on Monday, March 21, 2022; and that the witness list be used until exhausted to fill the four meetings agreed to on Monday, January 31, 2022.

2. That the committee commence the consideration of the draft report for the study of challenges related to the recovery of the arts, culture, heritage, and sport sectors, which have been deeply impacted by the COVID-19 pandemic, on Monday, March 28, 2022.

3. That the Minister of Canadian Heritage be invited to appear for two hours before the committee not later than Tuesday, May 31, 2022, on the topic of the Main Estimates 2022-23, and to discuss the instructions provided to him by the Prime Minister in his mandate letter; and that the Minister of Sport be invited to appear before the committee not later than Tuesday, May 31, 2022, on the topic of the Main Estimates 2022-23.

4. That, for the report on the study of the impact on local news of Rogers Communications Inc.'s takeover of Shaw Communications, members submit their drafting instructions and recommendations to the clerk of the committee by Friday, March 11, 2022, at 4:00 p.m. EST.

5. That the briefs for the study of challenges related to the recovery of the arts, culture, heritage, and sport sectors, which have been deeply impacted by the COVID-19 pandemic, be published on the committee’s website.

6. That, should the committee receive an order of reference from the House to consider legislation, they will receive a brief information session from the legislative counsel and the legislative clerk on the amendments process.

7. That, notwithstanding the motion adopted by the committee on Monday, January 31, 2022, the clerk of the committee, at the discretion of the Chair, be authorized to make the necessary arrangements to provide working meals for the committee and its subcommittees.

After debate, it was agreed, — That the Canada Council for the Arts and the Canada Industrial Relations Board be invited to appear before the committee for one hour, in conjunction with the Department of Canadian Heritage, for the study of the Status of the Artist Act and its impact on improving basic working conditions for artists.

After debate, it was agreed, — That the committee consider inviting the tax experts compiled by the Library of Parliament for the study of the Status of the Artist Act and its impact on improving basic working conditions for artists, and render its decision on Wednesday, March 23, 2022.

At 5:34 p.m., the committee adjourned to the call of the Chair.
