Pursuant to Standing Order 108(3)(i) and the motions adopted by the committee on Thursday, September 22, 2022, Tuesday, February 14, 2023, and Tuesday, March 28, 2023, the committee resumed its study of support for the commercialization of intellectual property.

The witnesses made statements and answered questions.

At 1:07 p.m., the sitting resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

Maxime Blanchette-Joncas moved, — That, pursuant to Standing Order 108(3)(i), the committee invite the Minister of Innovation, Science and Industry to testify about the 2023-2024 federal budget, at the latest on Thursday, April 27, 2023, and for one hour.

After debate, the question was put on the motion and it was agreed to.

Motion

Maxime Blanchette-Joncas moved, — That the next study that the committee undertakes be the study of the Government of Canada’s graduate scholarship and post-doctoral fellowship programs.

Debate arose thereon.

Amendment

Stéphane Lauzon moved, — That the motion be amended by adding after the words “fellowship programs” the following: “, and that the following study that the committee undertakes be the study of the long-term impacts of the gender and diversity pay gap for faculty at Canadian universities”.

After debate, the question was put on the amendment of Stéphane Lauzon and it was agreed to on the following recorded division:

YEAS: Valerie Bradford, Richard Cannings, Chad Collins, Lena Metlege Diab, Stéphane Lauzon, Ben Lobb, Dan Mazier, Charles Sousa, Ryan Williams — 9;

NAYS: Maxime Blanchette-Joncas — 1.

The question was put on the motion, as amended, and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

That the next study that the committee undertakes be the study of the Government of Canada’s graduate scholarship and post-doctoral fellowship programs, and that the following study that the committee undertakes be the study of the long-term impacts of the gender and diversity pay gap for faculty at Canadian universities.

On motion of Maxime Blanchette-Joncas, it was agreed, — That the committee render public the written responses from the Department of Industry that were distributed on Tuesday, March 21, 2023, and the written response from the Office of the Chief Science Advisor that was distributed on Thursday, March 23, 2023.

Maxime Blanchette-Joncas moved, — That the clerk ask the Department of Industry to complement their written response distributed on Tuesday, March 21, 2023, with the complete information requested by the committee during the appearance of the Minister of Innovation, Science and Industry on Thursday, February 2, 2023.

Debate arose thereon.

Valerie Bradford moved, — That the committee do now adjourn.

The question was put on the motion and the result of the vote was announced:

YEAS: Valerie Bradford, Chad Collins, Lena Metlege Diab, Stéphane Lauzon, Charles Sousa — 5;

NAYS: Maxime Blanchette-Joncas, Richard Cannings, Ben Lobb, Dan Mazier, Ryan Williams — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

The debate continued on the motion of Maxime Blanchette-Joncas.

The question was put on the motion and the result of the vote was announced:

Accordingly, the motion was agreed to.

ORDERED, — That the clerk ask the Department of Industry to complement their written response distributed on Tuesday, March 21, 2023, with the complete information requested by the committee during the appearance of the Minister of Innovation, Science and Industry on Thursday, February 2, 2023.
