Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Monday, November 14, 2022, the committee resumed its study of privacy concerns in relation to the ArriveCAN application.

Narindar Khabra made a statement and answered questions.

Motion

Damien C. Kurek moved, — That, pursuant to Standing Order 108(1)(a) the committee order the Canada Border Service Agency to produce all reports, briefs, and memoranda written by IBISKA and its consultants related to the ArriveCAN application, and that they be submitted to the committee within two weeks of the adoption of this motion.

Debate arose thereon.

At 5:31 p.m., the sitting was suspended.

At 5:34 p.m., the sitting resumed.

By unanimous consent, it was agreed, — That the motion be amended by replacing the words “two weeks” with the words “three weeks”.

After debate, the question was put on the motion and it was agreed to.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(1)(a) the committee order the Canada Border Service Agency to produce all reports, briefs, and memoranda written by IBISKA and its consultants related to the ArriveCAN application, and that they be submitted to the committee within three weeks of the adoption of this motion.

At 5:37 p.m., the sitting was suspended.

At 5:41 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, the committee invite the Lobbying Commissioner of Canada to appear at the earliest opportunity to discuss the proposed changes to the Lobbyists' Code of Conduct; and, that the committee write to the Lobbying Commissioner of Canada to request that the process to update the Lobbyists' Code of Conduct not be further pursued until their appearance before the committee.

At 6:04 p.m., the sitting was suspended.

At 6:09 p.m., the sitting resumed in public.

Motion

René Villemure moved, — That the Committee undertake, pursuant to Standing Order 108(3)(h), a study of foreign interference, particularly in the 2021 federal election, through the use of funds from foreign-influenced organizations affiliated with the United Front of the Communist Party of China, and the threats to the integrity of democratic institutions, intellectual property and the Canadian state itself that arise from this foreign interference; and that the committee report to the House.

Debate arose thereon.

RULING BY THE CHAIR

The Chair ruled the motion admissible.

The debate continued.

Motion

Parm Bains moved, — That the committee do now adjourn.

The question was put on the motion and the result of the vote was announced:

YEAS: Parm Bains, Han Dong, Greg Fergus, Lisa Hepfner, Ya'ara Saks — 5;

NAYS: Michael Barrett, Jacques Gourde, Matthew Green, Damien C. Kurek, René Villemure — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

The debate continued.

At 7:01 p.m., the committee adjourned to the call of the Chair.
