Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Wednesday, November 30, 2022, the committee resumed its study of the third edition of the Lobbyists' Code of Conduct.

Megan Buttle, Jean-François Routhier, Shannin Metatawabin and Kyle Larkin made statements and answered questions.

At 10:15 a.m., the sitting was suspended.

At 10:22 a.m., the sitting resumed in camera.

The committee proceeded to give drafting instructions to the analysts for a letter.

It was agreed, — That the Commissioner of Lobbying of Canada provide the Committee with the external legal opinion sought from Goldblatt Partners LLP as to whether the rule restricting lobbying following certain political work (rule 6) in the third edition of the Lobbyists’ Code of Conduct complies with the requirements of the Canadian Charter of Rights and Freedoms; that the documentation be submitted to the committee no later than 5:00 p.m. on Friday, February 24, 2023; and that the documentation received be kept confidential by the committee.

It was agreed, — That notwithstanding the working calendar adopted on January 31, 2023, the committee proceed to give drafting instructions for a letter to be sent to the Commissioner of Lobbying during the second part of its meeting of Tuesday, March 7, 2023.

It was agreed, — That the proposed budget in the amount of $4,050.00, for the study of the third edition of the Lobbyists' Code of Conduct, be adopted.

At 10:43 a.m., the committee adjourned to the call of the Chair.
