Pursuant to Standing Order 106(4), the committee commenced consideration of the request by members of the committee to undertake a study of the Prime Minister's travel to Jamaica.

Motion

Michael Barrett moved, — That the Interim Conflict of Interest and Ethics Commissioner appear at the earliest opportunity regarding the Prime Minister’s vacation to Jamaica.

Debate arose thereon.

At 11:06 a.m., the sitting was suspended.

At 11:17 a.m., the sitting resumed.

The debate continued.

Amendment

Mona Fortier moved, — That the motion be amended by replacing the words “at the earliest opportunity regarding the Prime Minister’s vacation to Jamaica” with the words “for one meeting regarding the rules for travel in the Conflict of Interest Act and Code”.

Debate arose thereon.

Subamendment

René Villemure moved, — That the amendment be amended by replacing the words “rules for travel” with the words “rules for gifts, including vacations and travel,”.

Debate arose thereon.

At 11:46 a.m., the sitting resumed.

After debate, the question was put on the subamendment of René Villemure and it was agreed to.

The committee resumed consideration of the amendment of Mona Fortier, as amended, — That the motion be amended by replacing the words “at the earliest opportunity regarding the Prime Minister’s vacation to Jamaica” with the words “for one meeting regarding the rules for gifts, including vacations and travel, in the Conflict of Interest Act and Code”.

After debate, the question was put on the amendment of Mona Fortier, as amended, and it was agreed to.

The committee resumed consideration of the motion, as amended, of Michael Barrett, — That the Interim Conflict of Interest and Ethics Commissioner appear for one meeting regarding the rules for gifts, including vacations and travel, in the Conflict of Interest Act and Code.

Motion

Michael Barrett moved, — The committee order all correspondence including emails, text messages, messages sent on any electronic messaging applications, phone call logs, handwritten notes, memorandums, briefing materials and any documents produced regarding the Prime Minister’s travel to Prospect Estate in Jamaica in 2023-24 and 2022-23, and that the Prime Minister’s Office and Ethics Commissioner’s Office provide the clerk of the committee with these documents within seven days of this motion being adopted.

Debate arose thereon.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Michael Barrett, Eric Duncan, Jacques Gourde — 3;

NAYS: John Aldag, Parm Bains, Daniel Blaikie, Pam Damoff, Mona Fortier, Iqra Khalid, René Villemure — 7.

On motion of Daniel Blaikie, it was agreed, — That the committee do now adjourn.

At 12:42 p.m., the committee adjourned to the call of the Chair.
