Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Monday, May 16, 2022, the committee resumed its study of access to information and privacy system.

The committee resumed consideration of a draft report.

It was agreed, — That the committee consider the draft report access to information and privacy systems for the remainder of this meeting, and at the point the meeting is adjourned, it shall adopt the draft report on access to information and privacy systems in its current state, as written on division, provided that:

  • For recommendation 6, option 1 be included in the final report;
  • For recommendation 30, option 1 be included in the final report;
  • Recommendations 3, 14 and 16 be deleted from the final version;
  • In relation to the recommendation at paragraph 119 and 223, the alternative proposal by the analysts be approved and be included at paragraph 223;
  • Paragraph 101 be amended to correctly reflect that access to information is not explicitly used to aid whistle-blowers;
  • Dissenting or supplementary opinions may be in Calibri 12-point font, left-aligned and single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee no later than at 5:00 p.m. on Friday, June 16, 2023;
  • The Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report;
  • The report be entitled “The State of the Access to Information Act in Canada”;
  • Pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report; and
  • The Chair present the report to the House.

ORDERED, — That the Chair present the report to the House.

ORDERED, — That the analysts and the clerk, in consultation with the Chair, prepare a news release for publication on the Committee’s website and for distribution upon presentation of the report to the House.

ORDERED, — That the clerk of the Committee make the necessary arrangements for a press conference to be held on after the presentation of the Committee's report on access to information and privacy systems to the House; and that the committee be represented by the Chair and a representative from each party.

It was agreed, — That in relation to the study of foreign interference and threats to the integrity of democratic institutions, intellectual property and the Canadian state, members submit drafting instructions for a draft interim report to the clerk of the committee no later than at 5:00 p.m. on Monday, June 12, 2023.

At 9:55 a.m., the committee adjourned to the call of the Chair.
