It was agreed, — That, notwithstanding the routine motion governing orders of reference from the House respecting bills, the 48 hours notice to file amendments prior to the start of clause-by-clause consideration of Bill C-215, An Act to amend the Employment Insurance Act (illness, injury or quarantine), be waived.
The committee commenced its clause-by-clause study of the Bill.
The Chair called Clause 1.
On new Clause 0.1,
Bonita Zarrillo moved, — That Bill C-215 be amended by adding before line 4 on page 1 the following new clauses:“0.1 Subsection 8(2) of the Employment Insurance Act is amended by striking out “or” at the end of paragraph (c), by adding “or” at the end of paragraph (d) and by adding the following after paragraph (d):
(e) receiving pregnancy or parental benefits or their equivalents from a provincial parental insurance plan.
0.2 Subsection 10(10) of the Act is amended by striking out “or” at the end of paragraph (c), by adding “or” at the end of paragraph (d) and by adding the following after paragraph (d):
(e) in receipt of pregnancy or parental benefits or their equivalents from a provincial parental insurance plan.”
The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on page 772 of House of Commons Procedure and Practice, Third Edition.
Whereupon, Bonita Zarrillo appealed the decision of the Chair.

It was agreed, — That, in relation to the consideration of Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act, the committee hold four meetings to hear from witnesses.
It was agreed, — That, in relation to the study of labour shortages, working conditions and the care economy, the meeting of Monday, October 24, 2022, be dedicated to the consideration of the draft report.
It was agreed, — That, on Wednesday, October 26, 2022, the committee schedule a briefing session with officials from the Department of Development of Employment and Social Development on Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act.
It was agreed, — That the committee commence consideration of Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act, on Monday, October 31, 2022.
