Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 8, 2022, the committee resumed its study of government's obligations to victims of crime.

The witnesses made statements and answered questions.

At 2:11 p.m., the sitting was suspended.

At 2:19 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 8, 2022, the committee resumed its review of the Protection of Communities and Exploited Persons Act.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Preventing Harm in the Canadian Sex Industry: A Review of the Protection of Communities and Exploited Persons Act".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 4:00 p.m. on Monday, June 20, 2022.

It was agreed, — That the Chair present the report to the House of Commons if there is sufficient time to do so prior to the summer adjournment period, or in the event that the House has already adjourned, that the committee seek permission to deposit the report with the Clerk of the House at any time during the adjournment.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a comprehensive study on accountability for international atrocity crimes, application of international accountability measures by Canada and current and emerging strategies on international accountability; that the study include:

(a) witnesses from Global Affairs Canada, the Department of Justice, experts, and non-governmental organizations;

(b) a review of the Nuremburg trials as a foundational reference for international accountability;

(c) meetings with prosecutors and other officials from the International Court of Justice (ICJ) and the International Crime Court (ICC) at the Hague with special emphasis on Myanmar (ICJ) and Ukraine (ICC);

(d) meetings with the Office of the High Commissioner of Human Rights and the United Nations Human Rights Council (UNHRC), Special Mandate Holders, and accountability mechanisms established by the UNHRC;

that the committee undertake 5-7 travel days and hold at least two committee meetings on the topic at Parliament Hill; that the committee report its observations and recommendations to the House; and that pursuant to Standing Order 109, the committee request the government table a comprehensive response to the report.
