Pursuant to Standing Order 108(3)(g), the committee resumed consideration of the Report 1, ArriveCAN, referred to the committee on Monday, February 12, 2024.

Erin O’Gorman made a statement and, with Chulaka Ailapperuma, answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Brenda Shanahan moved, — That, given that the Chair has yet to table a subcommittee report for subcommittee approval, in relation to the committee’s future business, it be agreed that:

i. the committee dedicate its meeting on May 21st to follow-up on the committees recommendations (i.e. “Spring Cleaning”);

ii. the committee dedicate its meeting on May 23rd to witness testimony from officials on Report 6, Canadian Net-Zero Emissions Accountability Act – 2030 Emissions Reduction Plan;

iii. the committee dedicate its meeting on May 28th to Consideration of Draft Reports;

iv. the committee dedicate its meeting on May 30th to witness testimony on Report 1, ArriveCAN;

v. the committee dedicate its regular meeting on June 4th to witness testimony on Report 2, Housing in First Nations Communities;

vi. the committee dedicate its meeting on June 6th in the first hour to the appearance of Minister Bill Blair on Report 1, ArriveCan, and the second hour to the appearance of Minister Patty Hadju on Report 2, Housing in First Nations Communities; and

that the Chair table reports from the Subcommittee on Agenda and Procedure at the next committee meeting for approval by the committee

RULING BY THE CHAIR

The Chair ruled the motion inadmissible as a 48-hour notice was not provided and the motion did not relate directly to the business at hand.

Whereupon, Brenda Shanahan appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: Michael Barrett, Maxime Blanchette-Joncas, Larry Brock, John Nater — 4;

NAYS: Chandra Arya, Rachel Blaney, Valerie Bradford, Iqra Khalid, Brenda Shanahan, Jean Yip — 6

At 11:38 a.m., the sitting was suspended.

At 11:43 a.m., the sitting resumed.

Debate commenced on the motion of Brenda Shanahan.

John Nater moved, — That the debate be now adjourned.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Michael Barrett, Maxime Blanchette-Joncas, Larry Brock, John Nater — 4;

NAYS: Chandra Arya, Rachel Blaney, Valerie Bradford, Iqra Khalid, Brenda Shanahan, Jean Yip — 6.

The debate on the motion of Brenda Shanahan continued.

On motion of Jean Yip, it was agreed, — That the motion be amended by replacing the words “Report 6, Canadian Net-Zero Emissions Accountability Act – 2030 Emissions Reduction Plan” with the following: “Report 4, National Trade Corridors Fund – Transport Canada”, and by adding after the words “Report 2, Housing in First Nations Communities;” the following: “vii. the committee dedicate its meeting on June 11th to witness testimony from officials on Report 6, Canadian Net-Zero Emissions Accountability Act – 2030 Emissions Reduction Plan;.

Debate continued on the motion of Brenda Shanahan, as amended.

The question was put on the motion and it was agreed to on the following recorded division:

The motion, as amended, read as follows:
