The committee proceeded to the consideration of matters related to committee business.

Motion

Nathalie Sinclair-Desgagné moved, — That the committee request that the Standing Committee on Access to Information, Privacy and Ethics forward to the committee all documents and correspondence received from Ms. Pascale Fournier, ex-President and CEO of the Pierre Elliott Trudeau Foundation.

Debate arose thereon.

The question was put on the motion and the result of the vote was announced:

YEAS: Blake Desjarlais, Garnett Genuis, Michael Kram, Kelly McCauley, Nathalie Sinclair-Desgagné — 5;

NAYS: Valerie Bradford, Peter Fragiskatos, Brenda Shanahan, Maninder Sidhu, Jean Yip — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

Kelly McCauley gave notice of the following motion:

That, in the context of Service à la Famille Chinoise du Grand Montréal, a registered charity, and Centre Sino-Quebec de la Rive-Sud, a registered not-for-profit, having been identified as hosting illegal Communist China police stations, and having both received over $100,000 each in funding by the government, that the committee hold at least three meetings on the issue and invite the Ministers and department officials from Employment and Social Development Canada, Public Safety Canada and Revenue Canada Agency to appear before the committee and answer questions.

Motion

Kelly McCauley moved, — That the committee resume consideration of the motion moved and adjourned at Meeting 64, on May 15th, 2023, regarding documents from the Trudeau Foundation.

Debate arose thereon.

The question was put on the motion and the result of the vote was announced:

YEAS: Blake Desjarlais, Garnett Genuis, Michael Kram, Kelly McCauley, Nathalie Sinclair-Desgagné — 5;

NAYS: Valerie Bradford, Peter Fragiskatos, Brenda Shanahan, Maninder Sidhu, Jean Yip — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

The committee resumed consideration of the motion of Kelly McCauley, moved on Monday, May 15, 2023, which read as follows:

That, in relation to its study of the Pierre Elliott Trudeau Foundation, the committee order the Canada Revenue Agency to provide it with the following documents without redaction and in both official languages within the prescribed timelines:

a. Form T3010, along with all accompanying Schedules and related documents, for Charitable Information Returns filed by the Pierre Elliott Trudeau Foundation for the past 10 years, provided to the committee within 2 weeks.

b. All Charitable Information Returns filed by the Pierre Elliott Trudeau Foundation for the past 10 years, with all schedules and related documents, provided to the committee within 5 weeks.

c. All documents related to any audit or investigation of the Pierre Elliott Trudeau Foundation, provided to the committee within 2 weeks, and then any additional documents generated up until August 31st, 2023, provided to the committee by September 15th, 2023.

And of the amendment of Marie-Hélène Gaudreau, moved on Monday, May 15, 2023, which read as follows:

That the motion be amended by adding before the words “All documents related to any audit” the following: “And, as requested by the committee in its Report No. 27 asking the Canada Revenue Agency to investigate the Pierre Elliott Trudeau Foundation, ”.

Debate arose thereon.

Peter Fragiskatos moved, — That the committee commence consideration of draft reports.

The question was put on the motion and the result of the vote was announced:

YEAS: Valerie Bradford, Peter Fragiskatos, Brenda Shanahan, Maninder Sidhu, Jean Yip — 5;

NAYS: Blake Desjarlais, Garnett Genuis, Michael Kram, Kelly McCauley, Nathalie Sinclair-Desgagné — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

The committee resumed consideration of the motion of Kelly McCauley moved on Monday, May 15, 2023, and of the amendment of Marie-Hélène Gaudreau moved on Monday, May 15, 2023.

Debate arose thereon.

Peter Fragiskatos moved, — That debate be now adjourned.

The question was put on the motion and the result of the vote was announced:

Motion

Garnett Genuis moved, — That in relation to its study of the Trudeau Foundation, the committee authorize the chair to summon witnesses on its behalf.

On motion of Peter Fragiskatos, it was agreed on division, — That the committee do now adjourn.

At 1:01 p.m., the committee adjourned to the call of the Chair.
