The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee meet, in an informal meeting, with a delegation from the State Financial Accountability Board of the House of Representatives of the Republic of Indonesia on Thursday, May 23, 2024, at 5:30 p.m. (EDT); and that the committee defray the hospitality expenses related to this meeting.

At 3:46, pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

It was agreed, — That, in relation to the committee’s informal meeting on Thursday, May 23, 2024 with a delegation from the State Financial Accountability Board of the House of Representatives of the Republic of Indonesia, the clerk of the committee be authorized to purchase an appropriate gift to be presented to the delegation.

It was agreed, — That the proposed budget in the amount of $1,500.00, for the study of Report 6, Canadian Net-Zero Emissions Accountability Act—2030 Emissions Reduction Plan, of the 2023 Reports 6 to 10 of the Commissioner of the Environment and Sustainable Development, be adopted.

At 3:57 p.m., the sitting was suspended.

At 4:48 p.m., the sitting resumed.

It was agreed, — That the committee proceed to sit in public.

At 5:03 p.m., the sitting was suspended.

At 5:08 p.m., the sitting resumed in public.

It was agreed, — That the committee resume debate on the motion moved by Nathalie Sinclair-Desgagné on Thursday, May 16, 2024, which read as follows:

Given that the information contained in the written response from the Treasury Board Secretariat that was transmitted to committee members on April 15, 2024, appears to have been disclosed to a Globe and Mail journalist, as per the article titled “Three firms tied to ArriveCan app got $1-billion in federal contracts, Ottawa reveals,” published May 13, 2024,

That the committee make public on its website the said documents sent in the written response from the Treasury Board Secretariat dated April 15, 2024.

and of the amendment moved by Iqra Khalid on Thursday, May 16, 2024, which read as follows:

That the motion be amended by adding after the words “dated April 15, 2024” the following: “; that the committee order the chair to work with the clerk to investigate the divulgation of these documents without prior committee consent; and, if appropriate, that repercussions be taken.”

Debate arose thereon.

The question was put on the amendment of Iqra Khalid and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

The committee continued consideration of matters related to committee business.

A point of order was raised regarding the topic being discussed.

RULING BY THE CHAIR

The Chair ruled that no motion had been moved and therefore no debate was before the committee.

Whereupon, Nathalie Sinclair-Desgagné appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the result of the vote was announced:

YEAS: Valerie Bradford, Iqra Khalid, Brenda Shanahan, Francesco Sorbara, Jean Yip — 5;

NAYS: Blake Desjarlais, Michelle Fererri, John Nater, Jake Stewart, Nathalie Sinclair-Desgagné — 5.

Whereupon, the Chair voted in the negative.

Accordingly, the Chair’s decision was overturned.

Motion

Nathalie Sinclair-Desgagné moved, — That the committee re-invite the Royal Canadian Mounted Police to appear for no less than two hours on the committee’s review of Report 1, ArriveCAN, from the Auditor General, within three weeks of this motion.

Debate arose thereon.

At 5:50 p.m., the sitting was suspended.

At 5:54 p.m., the sitting resumed.

Motion

Brenda Shanahan moved, — That the motion be amended by replacing the words “within three weeks of this motion” with the following: “and, in order to protect the integrity of the investigation, that the Royal Canadian Mounted Police appear after the investigation is concluded”.

Debate arose thereon.

At 6:04 p.m., the sitting was suspended.

At 6:14 p.m., the sitting resumed.

The question was put on the amendment and the result of the vote was announced:

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

Motion

Brenda Shanahan moved, — That the committee immediately conduct a study into the flagrant disregard for public funds exercised by Pierre Poilievre’s Conservative Party of Canada Members of Parliament, who expensed their travel costs, hotels, and per diems to travel to Quebec City for the Conservative Party of Canada partisan convention in September 2023, as a matter of the public interest, and report its findings to the House.

Debate arose thereon.

At 7:05 p.m., the committee adjourned to the call of the Chair.
