Pursuant to Standing Orders 108(3)(c)(iii) and 108(3)(c)(ix) and the motion adopted by the committee on Wednesday, January 18, 2023, the committee resumed its study of federal government consulting contracts awarded to McKinsey & Company.

Alexander Jeglic made a statement and, with Derek Mersereau, answered questions.

Motion

Garnett Genuis moved, —

That, in regards to the recent announcements of EV battery manufacturing facilities, the committee order the production of any contract, memorandum of understanding, or any other agreement between the Ministers and departments directly related to the implementation of the contracts agreements for the construction of the EV battery facilities and the EV battery production contracts, including, all provisions relating to the hiring or use of foreign workers, guarantee for Canadian jobs and language requirements and language of work, for the following facilities:

(a) Stellantis N.V., LG Energy Solutions, Ltd., NextStar Energy Inc. or Volta Energy Solutions Canada Inc., related to the construction of an electric vehicle battery facility in Windsor, Ontario;

(b) the Volkswagen Group, Volkswagen AG, Volkswagen Group of America, Inc. or PowerCo SE, related to the construction of an electric vehicle battery facility in St. Thomas, Ontario;

(c) Northvolt AB, Northvolt North America, Northvolt Batteries North America Inc. or Cubery, Inc., related to the construction of an electric vehicle battery facility in Saint-Basile-le-Grand, Quebec;

(d) Ford Motor Company, Ford Motor Company of Canada, Limited, EcoProBM Co., Ltd., EcoPro Innovation Co., Ltd., EcoPro Global, EcoPro Co., Ltd., ECOPRO, Eco CAM Canada Inc., EcoPro CAM Canada General Partner Inc., SK On Co., SK ie technology Co., Ltd., SK Inc., SK Innovation Co., Ltd., SK Engineering & Construction Co., Ltd., Sunlake Co., Ltd. or EcoPro CAM Canada, LP, related to the construction of an electric vehicle battery materials production plant in Bécancour, Quebec;

(e) Umicore Rechargeable Battery Materials Canada Inc., Umicore SA/NV or Umicore Canada Inc., related to the construction of an electric vehicle battery materials production plan in Loyalist Township, Ontario, and

(f) Honda Canada Inc., Honda Global inc., related to the construction of an electric vehicle battery materials production plan in Alliston, Ontario

an order do issue for copies of all Labour Market Impact Assessments, including the applications for them, prepared in relation to the construction of an electric vehicle battery facility in Windsor, Ontario, provided that when these documents are received by the clerk:

That the departments fully disclose and make publicly available the following:

the number of foreign workers who will be building the plants, involved in equipment installation, technology transfer, training, and operations

the number of Canadian temporary/construction jobs to be created and how many permanent production positions are to be create as part of the contract guarantees.

The steps that will be taken to prioritize the employment of Canadians for building the plants and equipment installation.

these documents shall be deposited with the Clerk of the Committee within three weeks, in both official languages

That information related to the above specific areas not available in the contract be provided by the above mentioned companies to the committee in writing.

That, in relation to the Committee’s ongoing work on government contracting and further to the information provided by the Treasury Board Secretariat on April 12, 2024, the Committee order

(a) the production of copies of the 140 conflict of interest declarations filed in the 2022-23 fiscal year and the 162 conflict of interest declarations filed in the 2023-24 fiscal year concerning public servants employed in the core public administration who were involved in contractual relationships with the Government of Canada;

(b) the production of copies of any conflict of interest declarations filed in the 2022-23 and 2023-24 fiscal years by persons employed by the federal government, including Crown corporations, but outside of the core public administration, who were involved in contractual relationships with the Government of Canada; and

(c) the production of records which detail all payments made in respect of the contractual relationships disclosed in the declarations referred to in paragraphs (a) and (b),

provided that

(d) the names and contact information of the public servants may be redacted;

(e) for greater certainty, no redactions shall be applied to the names of contracting entities or the value of the contractual relationship disclosed, including, where multiple relationships are disclosed, the value of each contractual relationship disclosed; and

(f) these documents, with only the redactions authorized by paragraph (d), shall be deposited with the Clerk of the Committee, in both official languages, (i) in the case of the documents referred to in paragraphs (a) and (b), within 21 days of the adoption of this order, and (ii) in the case of documents referred to in paragraph (c), within 35 days of the adoption of this order.

Taylor Bachrach moved, — That the motion be amended by adding before the words “In regards” the following: “That the committee refer the following motion to the Standing Committee on Industry and Technology”.
