The committee resumed consideration of the motion, as amended, of Stephanie Kusie moved on Tuesday, November 5, 2024 which read as follows:

That, given that newly released access to information documents reveal that two months after the appointment of Canada’s Consul General to New York, Tom Clark notified Global Affairs Canada that the previous official residence was "not suitable" and expressed concerns over completing renovations; and that this information contradicts his previous testimony before the committee on Thursday, September 12, 2024, when he stated, “I had no role whatsoever in either deciding to sell the former residence or buying the new one”; the committee call Tom Clark to testify for one hour within 21 days of this motion being adopted.

At 11:09 a.m., the meeting was suspended.

At 11:11 a.m., the meeting resumed.

Motion

Charles Sousa moved, — That the committee proceed to the testimony of officials from the Department of Foreign Affairs, Trade and Development on the purchase of the official residence of the Consul General in New York.

At 11:20 a.m., the meeting was suspended.

At 11:28 a.m., the meeting resumed.

The question was put on the motion and it was agreed to on the following recorded division:

Pursuant to Standing Order 108(2), and the motion adopted by the committee on Wednesday, July 24, 2024, the committee resumed its study of the purchase of the official residence of the Consul General in New York.

Robin Dubeau and Karolina Guay made statements and, with Franck Hounzangbé, answered questions.

Motion

Stephanie Kusie moved, — That given the letter received today from Tom Clark the committee hear Tom Clark for two hours and not undertake any other business this 7th day of November, 2024, until Tom Clark has addressed the committee.

Debate arose thereon.

At 11:41 a.m., the meeting was suspended.

At 11:48 a.m., the meeting resumed.

Amendment

Julie Vignola moved, — That the motion be amended by replacing the words “two hours” by “one hour” and by deleting the words “not undertake any other business this 7th day of November 2024 until Tom Clark has addressed the committee” by the words “that, after his appearance, the committee asks the analysts to begin to write the report in order to table that report to the House of Commons as soon as possible and that, according to Standing Order 109, the committee requests a response from the Government. Finally, that the committee hears the witnesses as scheduled before the annulment received at 8:53 a.m. this morning, Thursday,November 7, 2024”.

Debate arose thereon.

Subamendment

Philip Lawrence moved, — That the amendment be amended by adding after the words “one hour” the words “within 21 days”.

After debate, the question was put on the subamendment of Philip Lawrence and it was agreed to.

After debate, the question was put on the amendment of Julie Vignola, as amended, and it was agreed to.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That given the letter received today from Tom Clark, the committee hear from Tom Clark for one hour within 21 days and that, after his appearance, the committee asks the analysts to begin to write the report in order to table that report to the House of Commons as soon as possible and that, according to Standing Order 109, the committee requests a response from the government. Finally, that the committee hears the witnesses as scheduled before the annulment received at 8:53 a.m. this morning, Thursday, November 7, 2024.

Questioning of the witnesses resumed.

At 12:59 p.m., the committee adjourned to the call of the Chair.
